Research On Functional Supervision Of Direct Departments In Shandong Province From The Perspective Of Responsible Government

The third Plenary Session of the 19th CPC Central Committee adopted a decision to deepen the reform of Party and state institutions,and set forth the goal and requirements of building a functional system of Party and state institutions with complete systems,scientific standards,and efficient operation.The fourth Plenary Session of the 19th CPC Central Committee further put forward the decision and deployment of optimizing the system of government responsibilities and promoting the modernization of national governance system and governance capacity.How to evaluate the performance of government departments scientifically and effectively is a difficult problem facing governments at all levels.In this context,Shandong province started to build a functional operation supervision system from the top-level design level,and newly established the functional operation Supervision Office of provincial organs to supervise and evaluate the performance of government departments,and incorporated functional operation supervision into the performance appraisal system of provincial departments.From this point of view,functional operation supervision is also a kind of research on the performance of government departments.At present,few people will responsible government theory combined with functional operation supervision,this article from the perspective of creating responsible government,responsible government administration according to law,for the people in reference service,on the basis of theory,through the functional operation regulation,the present study was made in shandong department to clarify the concept and connotation of department functions running regulation such as the content of the regulation,responsibility,ways and means,This paper analyzes the current problems and causes of functional operation supervision,adopts the methods of investigation,qualitative analysis and analytic hierarchy process,and combines the relevant experience and practices of shandong province’s direct departments to carry out functional operation supervision,analyzes the problems existing in the work of functional operation supervision,and puts forward suggestions for optimization and improvement.Through the study found that functions run regulatory development to a certain extent promoted the government takes office in accordance with the law,to promote the establishments of fine management,promote the effective development of performance appraisal,but through two years of practice regulation function operation,also appeared in the process of promoting institutional,regulatory way,regulatory content on the obstacles and difficulties.In order to further enhance functional operation regulation effect,this article from the Angle of creating responsible government,perfect the concept of functional operation regulation,proposes the establishment survey sampling,clues to the disposal,perfect index system,and optimizes the index weight and value systems,and functional operation regulation for the next step work constantly improve promotion offer some help.
