Study On Circuit Trial Of Grass-roots Courts Inner Mongolia Autonomous Region

The basic courts can reasonably take into account the judicial needs of people in rural areas,especially in remote areas,so that people can truly feel the convenience and justice of justice,and smooth the "last kilometer" of judicial services.It also embodies the people’s court’s working principle of "people-centered" and the original aspiration of "I do practical things for the masses".By carrying out circuit trials,"sending the law to the countryside",while solving specific disputes,it is of great significance to the basic courts,judicial workers and the people to deliver visible fairness and justice to the organs of state power and all aspects of society.In addition to the introduction and conclusion,this paper consists of four parts:The first part,the relevant theory of circuit trial.This paper mainly expounds the connotation,characteristics and significance of circuit trial.Through the analysis of the real cases in the "itinerant handling of cases" of the basic-level courts in Inner Mongolia Autonomous Region,this paper focuses on the significance and advantages of itinerant trial as an important means of solving conflicts and disputes in the basic-level courts in ethnic areas.The second part,Inner Mongolia autonomous Region basic court circuit trial practice.Taking the circuit trial of two representative basic-level courts,which provide multiple,convenient and effective ways of dispute settlement,as an example,this paper makes an in-depth analysis and summarizes the experience and results.The third part,Inner Mongolia autonomous Region basic court circuit problems.On the basis of probing into the circuit trial practice of the basic courts in Inner Mongolia Autonomous Region,this paper analyzes the problems in the circuit trial,such as the imperfect legal regulation,the shortage of professional judges,the lack of cooperation with the basic organizations,and the lack of circuit trial and information integration.The fourth part,improve the Inner Mongolia autonomous Region basic court circuit system suggestions.In view of the problems existing in the practice of circuit trial,the author puts forward the construction of circuit trial procedure standard,including the construction of circuit trial organization standard,clear definition of circuit trial accepting scope,standard circuit trial handling process and so on.To improve the supporting mechanism of circuit trial,including strengthening the training and skill training of trial professionals,constructing the assessment rules of circuit trial work,building a diversified dispute settlement mechanism,strengthening the deep integration of "information + circuit trial" and other perfect paths.
