Many challenges facing the international community at this stage are of global nature,and climate change is one of the most representative issues.Terms related to this topic such as global warming,climate change,climate crisis,etc.have become hot topics of global discussion,which shows that the global climate has a strong impact on people’s lives every moment.Since the establishment of the United Nations Framework Convention on Climate Change,EU countries have taken and will continue to take active actions to deal with climate issues.The EU as a whole is one of the initiators,and of course,it is also responsible for the development of climate change.Therefore,the "United Nations Framework for Climate Change"Convention has held some 26 meetings since its inception,addressing many climate change issues.Looking at the chronology of climate change events,the most important agreement is the Kyoto Protocol,launched in 2004,although it was adopted in 1997;in which much of the responsibility for limiting greenhouse gas emissions and achieving minimum carbon neutrality falls on the In the EU countries,there are good economic,political and financial opportunities in the developed countries in general.Currently,the Paris Agreement,signed in 2015 by 196 countries,including the European Union,could be an alternative to the Kyoto Protocol,although the Kyoto Protocol’s actions and goals are aimed at being implemented by 2020.The purpose of this study is to study the interim events of EU climate change during the Kyoto Protocol and the Paris Agreement,and then identify the main objectives and tools of EU climate policy,i.e.short-,medium-and long-term strategies,the tools will be the Emissions Trading System and non-Emissions trading system.Finally,a study of the current EU Green Deal launched in 2019,which can play an important role in tackling climate change,and how the EU Green Deal will work with Russia,China,and others on the global stage.
