As a product of market economy,property management has a history of nearly40 years in China.With the development of housing commercialization and urbanization,property management has gradually become a sunrise industry and embarked on the road of standardized management.It has become an indispensable part of people’s life,related to the vital interests of the people,and also a hot topic of social concern.With the improvement of living standards,the property management industry in China is still in the primary stage of development,The lack of government supervision leads to many problems in the property management industry,Property management conflicts and disputes are frequent,and become a universal and systematic problem of public concern and social concern.They can not fully adapt to the development of today’s society,hinder the progress of the property management industry,become an unstable factor affecting social stability,and can not meet the people’s yearning for a better life.Therefore,in order to achieve the public goal of people’s living and working in peace and contentment and social harmonious development,the government’s supervision of urban community residential property management industry needs to be further explored.Based on the actual situation of Wenjiang District,this paper comprehensively uses the theory of government regulation,public product theory and public governance theory,and on the basis of defining the concepts of urban community residential property management and government supervision,analyzes the current situation of the urban community residential property management industry and sorts out the main government organizations.The structure includes the supervision body and the basis of the supervision system,combined with the methods of questionnaire survey,comparative analysis and literature research,find out that the government’s supervision of property management has problems with real estate developers,property service companies,property charges,and conflict mediation.The reasons are mainly reflected in four aspects: laws and regulations,management systems,methods and regulatory philosophy.Finally,by learning from the experiences and practices of developed countries and advanced regions at home and abroad,corresponding suggestions and measures are put forward.The first is to improve laws and regulations related to property management.Accelerate the establishment of property management laws and regulations,Improve the direction and accuracy of policies and regulations,Improve the pre-property and acceptance inspection system and formulate property charging policies in line with market development;The second is to optimize the government supervision system for property management.Build a systematic supervision system with clear responsibilities,Enrich the personnel of the government supervision system,Improve the credit supervision mechanism of property management,Improve the coordination mechanism for property management disputes;The third is to innovate methods and methods to promote healthy development.Implement the project of upgrading the professional ability of property management,use modern methods to manage smartly,multi-party collaboration to promote the standardization of property services;The fourth is to strengthen the government’s service concept and strengthen guidance and support.Recruiting universities to promote the development of property service enterprises,strengthen publicity and education to give full play to the role of common governance by the masses,Strengthen the guidance and supervision of the industry committee’s standardized operation,fully tap the power of industry associations.
