| At present,the impact of the SOFT environment for Doing Business on economic development is becoming increasingly prominent.Since the World Bank released the ranking of business environment index,the better business environment has become an important reference standard for domestic and foreign investors to seek business opportunities,and optimizing Doing Business environment has become an important measure to move towards a higher level of opening-up.In recent years,the CPC Central Committee,the State Council and governments at different levels,in order to improve the business environment,have continuously promoted the reforms to “streamline administration,delegate powers,and improve regulation and services”,and introduced many effective reform measures.According to Doing Business 2020 of the World Bank Group,the ranking of China’s business environment jumped from 78 th in 2018 to 31 st in 2020,which is the best record in history.It is 2019 that is the year of Chengdu international business environment construction,and Qingbaijiang District has also put forward the goal of creating a benchmark district for a high-level international business environment.However,there is still a lack of a set of quantitative index system which is simple and feasible and can better reflect the characteristics of Qingbaijiang District and is suitable for assessment and evaluation at the district level.Therefore,studying and establishing a set of quantifiable and assessable business environment index system is helpful for finding out the current shortcomings of the business environment in Qingbaijiang District,forcing reform with business environment assessment,and adopting reform methods to solve problems.finally more effective and reliable guidance are provided for local governments in order to create better business environment,which has strong practical significance.In this paper,the research object is the business environment evaluation of Qingbaijiang District of Chengdu.Firstly,based on the premise that the business environment has a positive impact on regional economic and social development,the research contents,research methods and technical routes are clarified by systematically combing and summarizing the research status of business environment at home and abroad.Secondly,combined with the case studies of the business environment evaluation index system of the World Bank and the National Development and Reform Commission,a business environment evaluation index system with scientific indicators is constructed,that is easy to collect data,and can comprehensively reflect current situation of the regional business environment.The evaluation index system includes 8 first-level indicators and 29 second-level indicators,such as the accessibility of policies for benefiting enterprises,starting a business,Dealing with construction permits,paying taxes,public municipal facilities,registering property,getting credit and energy-level of railway port.Then,the relative weight of each indicator is determined scientifically by adopting expert questionnaire and analytic hierarchy process(AHP).At last,the business environment of Qingbaijiang district is evaluated by randomly selecting enterprises,which show that the overall evaluation score of Qingbaijiang is 80.88.The reason why it is so excellent is mainly due to its continuous promoting innovation and reform,which have greatly improved the internationalization,marketization,rule of law and convenience of the business environment.However,there are still some problems,such as low level of intelligentialize,mismatch between supply and demand of factors,insufficiently reform of examination and approval system and service optimization.Based on the problems found in the analysis and evaluation,Qingbaijiang District still needs to deepen the reform,improve the international level,enhance the efficiency of examination and approval supervision,optimize smart customized services,and make continuously efforts in creating a cutting-edge leading open environment,a fair and effective market environment,a government environment that benefits enterprises and the masses,and an accurate and effective policy environment. |
