Whistle-blowers:A Mechanism Study By Industry Insiders To Promote The Setting Of The Policy Agenda

The setting of policy agenda is the first link of public policy,so it is also the focus of scholars’ research.The theoretical research of the policy agenda mainly includes the internal founding type,the external founding type,the mobilization mode,the initiative alliance framework theory,the trigger mechanism theory and the multiple streams theory,which pay attention to the role of the government,think tank,media,non-governmental organizations,the general public and policy entrepreneurs in promoting the policy agenda,while ignoring the role of the "whistle blower" as an industry insider in the policy agenda.However,under the influence of information asymmetry,hidden social problems are difficult to spot.In recent years,"whistle blowers" as industry insiders play an important role in discovering such problems,so it is worth thinking deeply and summarize the mechanism.Therefore,this paper introduces the variable "whistle blower" into the multiple streams theory to analyze how it affects the setting of the policy agenda.This paper collects the focus events triggered by whistle blowers,introduces multiple streams theory,policy agenda setting theory and policy information theory,uses qualitative comparative analysis and case analysis research methods,and analyzes the process、model、mechanism and the logic of "whistle blowers" participating in the policy agenda.In this paper,three models are divided according to the weights of different variables,the model includes policy program guidance model,"whistle blower" collective alliance model and problem-oriented model,the "whistle blower" mainly influences the setting of the policy agenda by building policy issues and using information-based tools,media-based tools and knowledge-based tools.And the key that “whistle blower” can influence the setting of policy agenda is the transformation of state-society relations and the interaction between different agendas.It can be seen that the participation of "whistle blowers" in the policy agenda setting can identify public problems in a timely manner and open the policy window,especially in some areas where there are information barriers,but through case studies,it can be found that "whistle blowers" still face many obstacles in the process of affecting the policy agenda setting,so this paper puts forward corresponding policy recommendations to promote the "whistle blowers" better participation in the agenda settings.
