Interactive Governance Of Town Block And Its Optimization

Since the cancellation of agricultural taxes and fees,the countryside of our country has entered the post-tax and fee era,and the governance pattern of rural grass-roots has also changed accordingly,emphasizing the cooperative autonomy of township government and district residents more and more.Because of the complex interest relationship between the main bodies of rural social governance at the grass-roots level,the township government has changed from unidirectional management to cooperative governance with the grassroots people in rural society.The grass-roots interactive governance model adapted to the needs of rural society in China has gradually formed.In this grass-roots governance model,the role of township government has changed from"leading" to "responsible ",and the multiple governance subjects tend to democratic consultation.The overall governance effect is not only to focus on the final results,but to emphasize the continuity and coherence of the process.Based on the investigation and research on the district governance of X town in Hengyang,this paper holds that in the new period of rural revitalization in the post-tax-fee era,the interactive governance level of township government can be divided into three dimensions:the interaction of interest link level,the interaction of power operation level and the interaction of grass-roots social organization level on the basis of system modernization.The interests demand of the multi-governance subjects,the synergy of the party and government organizations and the development of self-government consciousness have become the practical motivation of the township government interactive governance.The author thinks and concludes that the path optimization of X town’s interactive governance should and concludes that the path optimization of X town government interactive governance should focus on five aspects:realizing the organization construction oriented by the interests of the district,constructing the support of the township government system with the goal of rule of law and autonomy,implementing the market management of the district farmers market through guidance,promoting the collective activity management of the district with the idea of interactive cooperation and establishing the environmental resources support of the district with the goal of sustainable development.After the tax and fee era,the interactive governance model of township government tests the modernization level of grass-roots government governance ability,and X the township government gradually find out the good governance road of benign interaction with rural society in the practice of block interaction.It has important reference significance for the modernization of township governance.
