Dispersion And Reunion:Research On Village Public Actions And Governance Effect Under The Background Of The Epidemic

At the beginning of 2020,the pneumonia epidemic caused by the new coronavirus disrupted people’s normal life rhythm.For public health events of a pandemic nature,whether isolated or controlled,the broad masses of people must be mobilized to prevent epidemics.This community is the first line of defense for epidemic prevention and control,as well as the most effective line of defense against external investment and internal nonproliferation.In the grassroots society,the administrative village has become the basic unit of epidemic prevention work,but the mobility of people in rural society and the degree of population differentiation are relatively high.How the administrative village organization mobilizes the masses and gathers resources from all parties is crucial.In the grass-roots epidemic prevention and control,how the highly differentiated people will face the implementation of control measures,and what actions will be derived from their different attitudes has caught the author’s attention,and therefore has become the focus of this article.This article selects the Guanzhong Hu Village in the state of "hanging close" as the research site.Based on the identities of the village’s epidemic prevention and control participants and the interviews with the actors,the two groups inside and outside the village in this public incident are used as specific analysis objects.Trying to explore why villagers who are not in the village(outside)all the year round,far away from the"overhanging1"field,but show a high public spirit and produce effective public actions.The main body of the article is divided into three parts.The first is to analyze why the villagers did not spontaneously form an "anti-epidemic community" when the village was "hanging",but instead produced a "subjective and objective choice paradox" of non-cooperation.Movement;the second is to analyze how out-of-town groups transcend the limitations of space and form a temporary "community of events";the third is to select the life opportunities that promote the occurrence of public actions,the unit and scale of participation in the process of action,and the two The two levels of effectiveness of similar public actions are compared,and the two types of group actions are compared and analyzed in a panoramic manner.The study found that from the perspective of the growth path of public actions,public actions that are formed by individual actions can form "no evil","same good" and"other good"through the different interactions of the three elements of life opportunity,participation unit and participation scale The effectiveness of three progressive public actions.In terms of governance effect,reunion public actions can maximize the various resources available for deployment inside and outside the field,and can effectively improve the village’s centripetal force while achieving the realization of public interests.However,the three indispensable stages of the formation of reunion-type public actions cannot be ignored:the emergence of activists and the occurrence of individual actions,the openness and organizational empowerment of individual actions,and the final manifestation of grouping effects and connection feedback.
