With the advent of economic globalization and information age,the public demand for public services is also diversified.Since the 1970 s,western countries have set off a vigorous administrative reform movement sweeping the world.As a "reform laboratory" and "policy innovator",New Zealand’s public administration reform has always been the focus of attention of governments and academia.Since the 1980 s,the reform of public administration has become a key measure for the New Zealand government to improve its governance ability and quality of citizens’ life.As a whole,the administrative reform in the past three decades has achieved a series of successes in terms of government service quality and government response,especially as a unique reform model,the thoroughness and internal consistency shown in New Zealand’s public administration reform that is important reference significance for promoting China’s public administration reform.Since the reform and opening-up,China’s administrative system has also experienced many administrative reforms,which have achieved great results.At the same time,the reform has also entered the deep-water area.It is an era topic how to break through the bottleneck of reform and promote the reform to develop in depth.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed to promote the modernization of national governance system and capacity,which is the systematic promotion of administrative reform.It is self-evident to study and learn from the successful experience of New Zealand’s administrative reform systematically,which is the main purpose of this thesis.In terms of research ideas,this thesis takes the reform of State Sector Act as the main line,discusses the background,motivation,reform process and specific content of New Zealand’s Government in public administration reform.According to analyzes consolidation of the reform achievements by State Sector Act and promotion of public service by government,it brings enlightenment to China’s administrative reform.In terms of specific content arrangement,this paper is mainly divided into five parts:The first part is the introduction,which mainly introduces the background and significance of the topic,research status at domestic and abroad,research ideas,research methods,research difficulties and innovations.The second part is the theoretical basis analysis of New Zealand public administration reform,including public choice theory,principal-agent theory,system transaction cost theory and new public management theory.This part is mainly theoretical elaboration,analyzes the meaning of each theory and the impact on New Zealand public administration reform.The third part is the background and motivation analysis of New Zealand’s public administration reform.Firstly,it describes the general situation of New Zealand’s government,including the central government structure and the local government structure,and then systematically analyzes its reform background and internal and external motivation.The fourth part reviews the process of New Zealand’s public administration reform,and divides the reform into four stages: the administrative management mode before the reform,the exploration period at the beginning of the reform,the tortuous development period in the middle of the reform,and the mature innovation period at the end of the reform.It summarizes the main contents of each stage,describes the reform results,and further analyzes the meaning of consolidating the reform results of the State Sector Act.The fifth part is New Zealand’s public administration reform for China’s reference and enlightenment,respectively,market-oriented management and the introduction of competition mechanism,with the legislative form to ensure that the administrative reform on the track of the rule of law,improving functions of government to establish a service-oriented government,using public supervision mechanism to strengthen equity and using scientific and technological innovation to create a digital government. |
