Research On Mechanism Of Privacy Risk Identification In Opening Government Data

Opening government data,as a government governance reform movement sweeping the world in the era of big data,not only promotes the democratic construction and social development of countries,but also brings privacy risk governance problems.Although the international community has taken actions to strengthen the identification and prevention of the privacy risks in opening government data,due to the lack of theoretical knowledge and scientific research guidance,the effect is not obvious.It is of great significance to construct the mechanism of privacy risk identification in opening government data for managing privacy risks and promoting the reform of opening government data and governance system.However,few existing studies focus on the privacy risk identification of in opening government data.Although some scholars have made a preliminary exploration on the definition of the type of privacy risk in opening government data,there is no complete,clear and scientific identification process,and no comprehensive and systematic identification of the privacy risk in opening government data.In view of this,this paper,based on the general mechanism principle and combining the risk management theory with the data life cycle theory,constructs the mechanism of privacy risk identification in opening government data,aiming at deconstructing the specific process of privacy risk identification in opening government data.The scientific nature and feasibility of the mechanism are fully verified by literature research,logic analysis,case study and other research methods.It is found that the mechanism of privacy risk identification in opening government data mainly includes four functional mechanisms: orientation,drive,execution and regulation.The orientation mechanism of privacy risk identification in opening government data clearly treat data carrier,behavior and system as object recognition,determine privacy risks from the external environment,internal environment and the data flow process of opening government data,developed a comprehensive recognition results and the real goal,and the New Zealand practice of the orientation mechanism of privacy risk identification are discussed in the comprehensive interpretation.The driving mechanism of privacy risk identification in opening government data integrates the push,pull,pressure and support forces to promote the government to carry out privacy risk identification.Through relevant practices at home and abroad,it is found that the driving forces for the privacy risks identification of government data include the promotion of institutional requirements and government responsibilities,the promotion of authority and trust,the attention of the central government,the oppression of public opinion and the international situation,and the support of policy,technology and human resources.The execution mechanism of privacy risk identification in opening government data on the basis of relevant and informed,license and quality,security and anonymity,compliance and authorization,such as principles,based on the privacy of data lifecycle risk checklist,accidentally discovered the objective and telling,license is invalid and poor quality,safety violations and to identify risk,irregularities and unauthorized,and through the Australian privacy risk identification to perform case for the full interpretation of the mechanism.The regulation mechanism of privacy risk identification in opening government data through the establishment of coordination,supervision and accountability system to ensure that the privacy risk identification results in opening government data meet the set goals and requirements.Specifically,the coordination system includes the coordination of the identification work before,during,after and inside and outside the organization;the supervision system includes legal supervision,public opinion supervision,technical supervision and other three aspects;the accountability system includes the identification of the responsibility subject,the implementation of responsibility fulfillment,the strengthening of responsibility supervision,and the development of responsibility investigation and other series of contents.The mechanism of privacy risk identification in opening government data explores the process of privacy risk identification from a dynamic perspective,which not only expands the research orientation of this topic,but also provides scientific guidance for government practice.The future research should further explore the specific elements of this mechanism,and combine quantitative and qualitative methods to verify the reliability and validity of this paper.
