Study On The Dynamic Mechanism Of Continuous Improvement In Capacity Building Of County Social Governance

County social is a large-scale governance field,with a large number of population and complex problems.County social governance is the intermediate link connecting city social governance and rural social governance.The capacity building of county social governance is an important part of our country’s social governance capacity building.The level of county social governance capacity is of great significance to modernize China’s governance system and capacity for governance.The Marxist view of development holds that development is a process in which new things are constantly produced and old things are constantly been taken place,human beings are always constantly developing,as well as the nature,and will never stop at a level.County society is also in constant development,old social problems are constantly solved,new social problems are constantly emerging,the "contradiction" within the county society constantly put forward new requirements for governance capacity building,clarify the dynamic mechanism of continuous improvement of county social governance capacity,help to promote the modernization of county governance system and governance capacity,constantly meet new requirements and solve new problems.From the point of view of the promotion path and realistic demand of county social governance capacity,the mechanism of party building leading,the mechanism of economic promotion,the mechanism of collaborative governance and the mechanism of technology innovation are the four main dynamic mechanisms to promote the continuous improvement of county social governance capacity.Among them,the mechanism of party building leading is the dynamic process of making full use of Party’s organizational strength to effectively integrate,coordinate and regulate resources,interests and risks in county social governance.The economic promotion mechanism works to improve the capacity of county social governance by improving the supply of public services,improving the human resources construction and realizing the improvement of technology tools for county social governance.The collaborative governance mechanism is to stimulate the sharing,complementarity and linkage of county social governance resources,and then make the resources held by the main body of county social governance from decentralized uneven to integrated optimization;Technology innovation mechanism is the dynamic process of changing the thought,reshaping the structure,changing the tools,and improving the efficiency in the capacity building of county social governance.In general,this article builds a theoretical framework of the dynamic mechanism of continuous improvement of county social governance capacity based on the logical context of "core dynamic mechanism-basic dynamic mechanism-process dynamic mechanism-intermediary dynamic mechanism".In fact,it has formed the dynamic mechanism list of the continuous improvement of the county social governance capacity building,which provides a guide for further improving the county social governance capacity building.From the perspective of further research,future research needs to pass more rigorous empirical tests in order to better understand the dynamic mechanism and action mechanism of county social governance capacity building.
