Analysis On Asia-Pacific Multilateral Security Cooperation Led By USPACOM After The Cold War

The Asia-Pacific region has been an important part of America’s national security strategies,because of influence of unique political,economic and security factors of Asia-Pacific region.Ensuring the dominance in the Asia-Pacific has been a top priority of the U.S.Pacific Command.At the same time,after the end of the cold war,the pole system has collapsed,security situation in the Asia-pacific region is more and more complicated.And with the further development of globalization process,the diversified and the international trend of regional security threats is more and more obvious,especially in further highlight of China’s comprehensive national strength and non-traditional security issues,the U.S.Pacific Command can’t respond to the situation changes alone,so the status of multilateral security cooperation in the Asia-Pacific strategic of America began to rise,and it has been a choice that the U.S.Pacific Command curbs the rise of China and maintains the dominant position of in the Asia-Pacific region.In the background,this paper tries to analyze from the following fourth parts:first,analyze why the U.S.Pacific command choose multilateral security cooperation in the Asia-Pacific region and tend to dominate rather than participate multilateral security cooperation.Second,tease Asia-Pacific multilateral security cooperation of the U.S.Pacific Command dominate,to clearly understand its operation mode.Third,this paper discusses the positive effects and negative effects of variable security cooperation dominated by the U.S.Pacific Command on perimeter security of China.Positive influence mainly includes two aspects:first,a more effective response to a variety of Non-traditional security;second,to speed up the process of the multilateral security cooperation mechanism,promoting regional stability and peace.Negative influence mainly includes three aspects:first,affect China’s foreign trade and energy transport channel security;Second,encourage China’s neighboring countries provoke China’s territorial sovereignty;Third,increase military risk of miscarriage of the U.S and China.Fourth,make targeted countermeasures according to the existing analysis which includes five aspects:first,actively promote foreign trade and energy transport channel security construction;second,resolutely counter countries of which provocative island dispute supported by the U.S Pacific Command in the Asia-Pacific region;Third,actively create and participate in multilateral security cooperation in the Asia-Pacific region and dialogue;Fourth,Perfect the China-U.S.military mutual trust mechanism;Finally,strengthen China’s naval and air forces and the islands defense facilities construction.
