Research On Identification And Optimization Of Urban-rural Integration

The problems of urban-rural relations such as unsmooth flow of urban-rural factors and unreasonable allocation of public resources are obstacles to the realization of high-quality development in the new era.As the concept of urban-rural development in China at this stage,urban-rural integration is an important strategic deployment for the country to enter a new stage of high-quality development to solve major social and economic contradictions and problems.At present,there is still some room for deepening the empirical research on urban-rural integration in China.First,there are few studies on the construction of urban-rural integration identification framework from the perspective of elements.Second,interview data analysis based on micro-scale with community residents and rural residents as the research objects is rare.Therefore,this thesis takes the Nandajie Street in Yongchuan District of Chongqing as an example.Based on the characteristics of urban-rural integration stage,this thesis collects basic data,interviews and investigates the stakeholders of urban-rural integration,analyzes the current situation and problems of urban-rural integration development with qualitative and quantitative methods,scientifically and reasonably identifies the types of urban-rural integration in various regions,and then puts forward suggestions for optimization strategies.The main conclusions are as follows:(1)The evolution of urban-rural relations in Yongchuan District can be roughly divided into three stages: promoting urban development by rural areas,urban-rural interaction and urban-rural integration.In the first stage,urban and rural resources are tilted,and the countryside presents a ’hollowing out’ decline;in the second stage,industry nurtures agriculture,and the rural development environment has improved,but it is still in a weak position;at this stage,the government actively promotes the integration of industry and city,strengthens the work of "agriculture,rural areas and farmers",and urban and rural areas move towards an independent and mutually influential path of integrated development.In this context,the time line is used to sort out the urban-rural integration process of Nandajie Street.The service industry has replaced industry as the leading industry to generate a better employment environment,the regional population has shown a trend of backflow,and various social undertakings have been steadily implemented.The results of education and medical care are fruitful,the mass cultural activities are rich and colorful,and the regional ecology is also developing well.(2)Based on the characteristics of the elements,the development status of the urban-rural integration of Nandajie Street is analyzed in depth,and the current problems are summarized : there is a phenomenon of hollowing out and aging in rural areas,and the population flow is mainly from rural to urban areas;the economic development within the region is not balanced,and the development of some villages lags behind,encountering ’bottleneck ’;the focus of cultural construction is in the advanced village collective,and the backward village lacks cultural activities;ecological governance adopts a ’ top-down ’ model,and social coordination is not close;the overall spatial distribution of service facilities is uneven.(3)Combined with resource endowment and factor characteristics,the evaluation index system of urban-rural integration of Nandajie Street is constructed,and the urban-rural integration index of each area of Nandajie Street is scientifically measured.According to the order of resource-population-economy-culture-ecology-politics,the decision-making is classified and judged step by step,and Nandajie Street is identified as high-integration area(central urban area,Xiaonan Village),medium-integration area(Danan Village,Daijiadian Village,Huangguashan Village)and low-integration area(Tanjiaba Village,Bajiaosi Village,Xinglong Village).(4)Three suggestions are put forward for the development and optimization of urban-rural integration in Nandajie Street: how to improve the level of ecological integration in high-integration areas and create ’ ecologically livable urban-rural integration areas ’;on the basis of the coordination between industrial development and ecological protection,how to give full play to the advantages of resources,improve the economic level,and facilitate the production and life of residents in medium-integration areas;how to develop characteristic leading industries in low-integration areas,attract population return,and reconstruct regional cultural order.
