A Study On The Exemplary Significances Of "Chinalaos Community With A Shared Future":The Opportunities,Challenges,and Practical Roads

2018 China and Laos signed the Action Plan for Building the China-Laos Community with a Shared Future(the Action).Following the 20 th National Congress of the Communist Party of China(CPC)and the 11 th National Congress of the Lao People’s Revolutionary Party(LPRP))in 2022,the two countries issued a joint statement on further deepening the building of the China-Laos Community with a Shared Future(CWSF).The Action is the FIRST bilateral Community with strategic significance proposed by General Secretary Xi since the 18 th National Congress of the CPC.It is the FIRST document about building a "Community with a Shared Future" with other nations and one of the few bilateral cooperation documents signed by President Xi as the leader of the Party and the State with the leaders of other countries.It is the FIRST bilateral cooperation document signed in the name of the CPC.China-Laos CWSF has a great representative and exemplary significance;therefore,this study delves deeper into it.The China-Laos CWSF has been practiced and developed for seven years since2016,but there are insufficient thematic studies on it in academia.This study,from a comprehensive perspective,conducts systematic research on it under Marxian dialectical materialism and historical materialism using historical analysis,case study,and inductive analysis to study the exemplary achievements,origins,opportunities,and challenges of the construction of China-Laos CWSF,then attempts to propose some suggestions to these obstacles.This thesis provides a case study and analysis of the development of CWSF,which will enrich the Community theory research system and offer a solid rebuttal to the smearing of the “Belt and Road Initiative”(BRI)by Western media.This thesis has seven chapters.The first chapter focuses on the background,significance,literature review,theoretical basics,and methodology.Chapter 2introduces the exemplary achievements and significance of China-Laos CWSF.Chapter3 presents the background for constructing the China-Laos CWSF from the Laos perspective.Laos’ transition from landlocked to landlinked corresponded with China’s Belt and Road Initiative(BRI).Consequently,the CWSF is formed by interacting with a solid historical foundation and practical needs.The fourth chapter focuses on the external opportunity for constructing China-Laos CWSF.The frequent presence of other countries in Laos and Southeast Asia has exacerbated instability in the region,giving rise to the CWSF’s development to some extent.The fifth chapter focuses mainly on the internal and external challenges of the CWSF.From the internal viewpoint,Laos’ governance,ecological nationalism,infrastructural and capacity cooperation,China’s immature international communication capacity,and some problems in collaboration with Laos bring obstacles.From the Community’s external standpoint,the meddling of Western nations,Vietnam,and Thailand is most notable.Chapter six provides some practical roads for the concerns discussed in Chapter five.The final chapter is the conclusion of the whole thesis.
