Study On The History Of Currency Issue In The Southeast Shanxi Base Area During The Anti-Japanese War

This paper mainly studies the currency issuance in southeast Shanxi Province during the Anti-Japanese War.During the whole period of the Anti-Japanese War,there were multiple forces in Shanxi,such as Yan,Communist,Chiang and Japan,so the monetary and financial system in Shanxi would change with the changes of various forces.As the monetary and financial system shaped by Yan Xishan was destroyed by multiple forces,the whole Shanxi,especially the base areas in the southeast of Jin,suffered from a severe shortage of money and a rapid rise in prices.Under the leadership of the Party,three attempts were made to issue currency successively in the base area to ensure normal economic exchanges and protect people’s wealth as much as possible.During this period,the whole southeast Shanxi region experienced the stage of constantly breaking and reshaping the monetary system,which was as high as three or four times in a short period of eight years.Based on the review of these monetary issues to reshape the monetary system,this paper observes the exploration of currency issues in the base areas during the war period,and experiences the impact of different changes in monetary policies on the whole system under different social conditions,and takes this as an experience to learn from the past and the present.To guide our life with the monetary and financial experience that we have found ourselves,our own characteristics and which are more suited to our national conditions.This paper is divided into three parts,the first part is the introduction,the research status,research methods,Innovation and deficiency are introduced.The second part,Chapter two to Chapter six,is the research core of this paper.Through the review of the destruction of the monetary and financial system during the Anti-Japanese War and the reconstruction of the system after currency issuance,the paper further analyzes the experience of currency issuance in the southeast Jin base area under the extreme war situation,which is mainly divided into the following four parts: The destruction of Yan Xishan’s monetary system,the issuance of silver tickets in various counties,the issuance of silver tickets and exchange coupons in the five districts of Shangdang,and the issuance of banknotes.The analysis of these four stages firstly sorted out in chronological order,combined with the social,economic and military conditions at that time,experienced the implementation of monetary and financial policies in different situations,and summarized the historical experience in a series of historical facts.The third part is Chapter 7,which is to improve the theory of this paper.Based on the first six paragraphs of this paper,summarized the successful experience of currency issuance in Southeast Shanxi.It has condensed the monetary and financial systems under special historical conditions,and actively responded to the Resolution of the Central Committee of the Communist Party of China on the Major Achievements and Historical Experience of the Party’s Century-long Struggle adopted at the Sixth Plenary Session of the 19 th CPC Central Committee.This paper argues that in the case of war,currency issuance must not only ensure the independence of currency issuance right,but also have enough monetary policies that connect all aspects of life and can be adjusted flexibly.In addition,the issuance of money should not focus on short-term gains.Under the conditions of war,it is also necessary to fully consider the masses,ensure the interests of currency holders,and adhere to people-oriented.
