| The so-called "Wai Diao" refers to the system of investigating related personnel in other places and units.This work is different from traditional investigation and research.As one of the important methods for obtaining evidence and clarifying problems,it contains the following three elements: local government,cross-regional investigation,and personnel-related.The completion of this work generally requires two prerequisites:well-preserved files and actively cooperating local party and government agencies.Before1949,due to frequent wars and tight barriers,even with the support of strict and organizational systems,it was difficult to spread out the work on a large scale.Since the1950 s,this work has gradually been internalized as a routine action in the personnel affairs of government organizations from the beginning to the completion.Xinjian County in Jiangxi Province is located near Poyang Lake.As a typical county in the early days of the People’s Republic of China,it has been involved in the nationwide“Wai Diao” work since 1956,driven by the dual factors of central policy and local reality.The “Wai Diao” work in Xinjian County started in January 1956 and ended in April 1962.It lasted 6 years and can be roughly divided into six batches,the first and second batches are mainly for county-level government agencies,the third and fourth batches are for township government agencies,and the fifth and sixth batches are for subsequent newly established units and units that have been rebuilt and expanded.In this process,on the one hand,the “Wai Diao” work showed the tool attributes of personnel investigation,embedded in the whole process of corresponding political mobilization,and assumed the important function of information acquisition.On the other hand,it was affected by the corresponding political will,continuous innovation and Standardize and eventually internalize as an integral part of the daily personnel system.Cross-regional cooperation is the core of the "Wai Diao" work,which mainly covers the following three aspects: applying for access to relevant political files,requesting local party and government agencies to assist in confirming and expanding clues,and collaborating with local people.An overview of the entire process of the "Wai Diao" work in Xinjian county,it is not difficult to see the central role played by the Communist Party of China in consolidating national unity and realizing "national centralization and unification".On the one hand,the party shapes broad political identification with national goals.On the other hand,the centralized and unified leadership of the party has not only opened up the vertical connection between the central and local governments,but also realized the horizontal coordination between the state and the society,so that the "Wai Diao" work can be spread out in a comprehensive range.The cross-regional collaboration in the "Wai Diao" work has also produced the effects of enhancing recognition,strengthening communication,controlling information,and building trust,which affects the construction and development of party organizations and promotes the consolidation of "national centralization and unity."... |
