In recent years, with the development of the times, countries have paid more and more attention to their own maritime rights and interests.India is a maritime power in South Asia and a neighbor of our country,so its attitude towards maritime rights and interests also deserves our attention. The "UNCLOS and India" is written by Mari Izuyama, director of the Japan Defense Research Institute, which details the process of changing India’s attitude towards maritime rights and interests, and prejudges India’s future position on international maritime operations and maritime rights and interests, which has certain reference value for China’s research on India. This translation practice report introduces the functionalist translation skopos theory,as well as the three rules of skopos theory:the skopos rule, the coherence rule and the fidelity rule. And then combines the three rules to expound the translation of long sentences and complex long sentences, the translation of euphemistic assertions and logical relationships, the translation of proper nouns and homologous words, etc. It is hoped to provide reference and reference for improving and developing the application of the theory in political texts. In terms of the translation of long definite sentences and complex clauses, the author believes that the first thing to do is to analyze the sentence components of the original text, sort out the main sentences, and then organize the language according to the language habits of the target language,so that the content that the source text wants to express can be fully transmitted to the target language on the premise of ensuring an accurate understanding of the sentence meaning. When sorting out the euphemistic assertions at the end of Japanese sentences and the transfer relationship between sentences, the author proposes that,When translating,we should not only consider the correctness of the sentence meaning, but also clarify the sentence structure. We should choose the translation method according to the style of the full text and the language habits of the target language. In terms of the translation of professional terms and homographs, the author advocates that on the basis of fully understanding and learning the language in the political and military fields, combined with the current international community’s expression habits,we should choose the appropriate translation language.
