After the Qing dynasty unified Xinjiang in the 24 th year of the Qianlong reign, the Qing court was faced with the question of how to manage Xinjiang.Although the Qing court had extensive experience in managing frontier societies in Mongolia,Tibet and the southwestern frontier,it would still face new problems in the face of the newly recovered Xinjiang society. The Qing court’s perception and development of Xinjiang underwent many changes during the Qian-Jia-Dao period, when Xinjiang went from a stable to a turbulent society, and along with the changes in the Qing court’s policy of governing Xinjiang, the measures taken by the Qing court to develop Xinjiang gradually changed in many ways. This article focuses on the Qing court’s perception and development of Kashgar during the Qianjiadao period, with a focus on four aspects of the Qing court’s perception of Kashgar, land development, urban construction, and financial management during the Qianjiadao period. The main body of the article consists of four chapters, with the exception of the first chapter, which takes the surviving public opinion maps of Kashgar from the Qing dynasty as an entry point, classifies the sources and genealogy of the public opinion maps of Kashgar before the mid-Qing period, and examines the choice of the Qing court’s geographical perception of Kashgar and the motivation behind it through the analysis of the public opinion maps of Kashgar in different periods. The second chapter deals with the development and construction of Kashgar during the Daoguang period. The second of these chapters deals with the Qing court’s attempts to gradually adjust its agricultural policy towards Huijiang and to consider cantonment in southern Xinjiang during the Daoguang period, among which was the cantonment of Kashgar.Chapter 3.This chapter examines the layout of the cities of Kashgar and the process and cost of their repair during the period from the Qianlong to the Daoguang period, using various archives and local records.Chapter 4,on the changes in the internal and external situation of the Qing dynasty between the Qianlong and Daoguang periods, and the corresponding changes in the Qing court’s management of Kashgar’s finances, revenues and expenditures, examines the changes in the Qing court’s financial management of Huijiang and its attitudes, using Kashgar as an example.Along with the disclosure of a large number of archives, there is an increasing amount of available material on the study of Xinjiang during the Qing dynasty, and this article focuses on further research on the administration and development of Kashgar during the Qing dynasty, building on previous studies.
