Since the beginning of the 21 st century,China’s comprehensive national strength has continued to improve.While its economic strength has been enhanced,China intends to help developing countries achieve rapid development through aid.With the rapid expansion of China’s aid to Pacific island countries,the voices of doubts from traditional aid countries in the region have also arisen,which mainly focus on "military diplomacy" and "debt trap".In terms of "military diplomacy",the doubts of traditional donors focus on Chinese military documents and the acquisition of the Kiribati satellite station and the Tulati island in the Solomon Islands.In terms of "debt traps",the main focus is on projects at the Hambantota port in Sri Lanka and the Vanuatu National Convention Centre building.In response to the traditional donors’ doubts about China’s aid in the Pacific island countries,this paper first expounds on China’s foreign aid theory.China’s foreign aid,developed under the influence of traditional culture,internationalism and the sense of responsibility of a major country,is different from the traditional aid countries in the region in terms of its aid concepts and methods.Therefore,Chinese aid cannot be well explained by traditional aid theories.Therefore,differences in foreign aid theory have led to a misunderstanding of China’s aid in the region by traditional donors in the Pacific Island region.Then,this study provides a general introduction to the historical overview of China’s aid to Pacific island countries,and a detailed analysis of the actual cases of China’s aid to Pacific island countries,so that to explore the effectiveness of China’s aid to Pacific island countries.After reviewing the history of China’s aid in the Pacific island countries and the analysis of China’s aid in the four Pacific island countries of Tonga,Samoa,Vanuatu and the Cook Islands,this study concludes that China is not as accused by traditional donors in this region,that is to say,China deliberately conducts debt-trap diplomacy and military diplomacy in the Pacific island countries.With its unique aid,China has become an important emerging donor that cannot be ignored in the Pacific island region,which is different from traditional donors.China has played a role in promoting the improvement of people’s living standards in the Pacific island countries and the social and economic development and industrial upgrading of the island countries.However,although China’s current assistance has played an important role in promoting the economy and society of Pacific island countries,there are still areas where China’s assistance to Pacific island countries still needs to be improved.Coupled with the unfavorable economic development environment of the island country itself,the inadequacy of China’s aid has been magnified.Although there are some deficiencies in China’s aid at present,China’s aid has greatly promoted the improvement of living standards,industrial upgrading and social progress of the people of Pacific island countries.In addition,China’s latest foreign aid white paper also shows that China is actively improving its aid methods and actively carrying out new aid methods such as triple aid.In general,the ever-evolving theory and practice of Chinese aid will play a more positive role in the development of Pacific island countries in the future. |
