Study Of Sichuan Provincial Water Conservancy Bureau During The Republic Of China (1935-1949)

Water conservancy,as an important factor in agricultural development,the Sichuan Provincial government has set up a special water conservancy management agency--the Sichuan Provincial Water Conservancy Bureau to realize the full utilization of water resources in Sichuan province.Since the Republic of China,Sichuan land merger is serious,coupled with the frequent flood and drought disasters,the provincial water conservancy bureau actively implement the national government water conservancy policy.As an important base of the War of Resistance against Japanese Aggression,Sichuan’s water conservancy was an epitome of the national water conservancy at that time,but also the epitome of the modern regime construction of the national government.Since its establishment in 1935,Sichuan Provincial Water Resources Bureau has improved the management functions of the bureau and the affiliated organs,and gradually carried out and increased the water conservancy related business.In addition,the Water Resources Bureau also set up a water conservancy personnel training institute to train specialized personnel,so that the arrangement and use of personnel in the organization more professional and rationalization.The water conservancy undertakings carried out by the Bureau of Water Resources are mainly carried out through the engineering team,management office,survey team,survey team,hydrology research institute,hydrological station,water station,etc.,mainly handling the construction of water conservancy projects and water conservancy disputes.Under the increasingly tense circumstances of the War of Resistance against Japanese Aggression,the Sichuan Provincial Water Conservancy Bureau was given a different mission.First of all,as a government agency,it has promulgated and formulated a series of water conservancy policies and institutional management provisions,standardizing the construction of water conservancy undertakings and the appointment and assessment of the internal staff of the Water Conservancy Bureau.Secondly,with the support of modern water conservancy technology,the Water Resources Bureau has not only sorted out andbuilt more water conservancy projects,promoted the utilization of rich water resources in Sichuan Province,and objectively promoted the economic development and the modernization process of social life in Sichuan Province.Finally,the construction and renovation of water conservancy projects,to some extent,solved the problem of water sources lacking in agricultural production and promoted the development of waterway shipping,increased the output of grain and the materials transported to the front of the Anti-Japanese War,and played an important role in the victory of the War of the Anti-Japanese War.Of course,the shortcomings of water conservancy construction cannot be ignored.The reason is that,first of all,the allocation of various project funds is unreasonable,and the progress of water conservancy business is restricted by the equipment.Second,the process of water conservancy construction is easy to cause water conservancy disputes,which increases the difficulties of water conservancy construction.Third,the water conservancy construction is strong professional,the lack of professional water conservancy talents.
