Research On Public Cultural Construction In Changle City

Culture is an important part of building an overall well-off society and strengthening the construction of public culture is related to the prosperity of cultural development and the great implementation of China’s dream.Futher research on accelerating the public cultural construction of the grass-root unit is more important than ever.This subject of research will be combined with general principles of public culture,choosing Changle,a city with an advanced developing economy and a long history of cultural heritage,as a public cultural building study object,to reveal the local characteristics of the public cultural construction,and provide some experience to other similar regions.This research will be a comprehensive theory of public culture,study from the six aspects of basic framework,including public cultural infrastructure,public cultural production supply,funding pledge,guarantee of talents and technology,evaluation,equalization of public cultural services,and analysis of the present situation and existing problems of public cultural construction as well.This research is based on the theory of public goods and the theory of public management,through research on the construction of public cultural theory at home and abroad,to analyze the public culture construction of Changle city,the analysis emphasis on problems concerning public cultural,then proposed improvement measures from the following six aspects:Improve public cultural production and supply,design the program of public cultural opinion,social assessment,public policy,and produce more high quality cultural products under the existing financial condition;Advance construction of public cultural facilities,make scientific planning and a rational layout,upgrade the quality of public cultural facilities,improve the comprehensive utilization rate of public cultural facilities to maximize its function;Promote the construction of public cultural funds,talent,and technology,make a reasonable regulation on public cultural funds structure,optimize the development environment of high level talents,extend the application field of high-tech digital technology;Strengthen the construction of public cultural organizational,further define the department’s role,clarify the responsibility in the public culture construction;Consummate the operation and evaluation system of public culture,formulate a reliable statistical index system,provide strong support and improve the evaluation criterion on construction project in terms of policy;Improve the equalization of public culture construction,and increase the concern for vulnerable groups,so that we can strengthen the cohesion.
