As a catalyst to enhance community cohesion, community cultural activities play an important role in narrowing the distance between neighbors and building harmonious communities.By participating in community cultural activities,"village-to-residence" residents can not only enhance their sense of belonging to the community, but also play a role in inheriting the culture of the original village. At present, the "village-to-residence" residents in District D of T City generally participate in community cultural activities to a low degree. In order to fully mobilize the enthusiasm of "village-changed residence" residents in District D of T City to participate in community cultural activities, this paper makes comprehensive use of the theory of planned behavior and participatory governance to find out the factors affecting the behavior of "village-changed residence" residents in the district to participate in community cultural activities, and puts forward feasible countermeasures and suggestions. On the basis of literature review, this paper constructed a theoretical model of the factors influencing the behavior of the residents of D District of T City who had "changed villages" to participate in community cultural activities, compiled a measurement scale, and distributed questionnaires to the residents offline, and finally collected 351 valid questionnaires. After empirical analysis, the following conclusions are drawn:(1)"village-to-residence" residents in District D of T City have the following problems in the process of participating in community cultural activities: some residents have a negative attitude toward participation, some residents have willingness and no behavior, and the residents have weak ability to control the resources needed to participate in community cultural activities.(2)Participation attitude variable can not only affect the behavior of residents’ participation in community cultural activities through participation intention, but also directly affect their participation behavior. After further analysis,it is found that the reason why some residents of "village to live" hold a negative attitude towards participating in community cultural activities lies in the lack of attraction of community cultural activities.(3)Subjective normative variables had no significant impact on the behavior of village-changed residents in participating in community cultural activities. This research conclusion is different from that of other scholars. After in-depth analysis,it is concluded that the main reason lies in the lack of external support perceived by residents of "village-to-residence".(4)The perceived behavioral control variable is the main driving factor that determines the intention and behavior of "village-changed residence" residents to participate in community cultural activities. This variable can not only affect the behavior of "village-changed residence" residents to participate in community cultural activities through participation intention, but also directly affect their participation behavior. In addition, the study also found that due to the unreasonable time and intensity of community cultural activities, the narrow communication channels of information related to community cultural activities, the community cultural infrastructure is still not perfect and other reasons,"village-to-residence" residents in the participation of community cultural activities in the need of opportunities and resources are still insufficient control.According to the results of empirical analysis, this paper puts forward countermeasures and suggestions from three dimensions: participation attitude, subjective norm and perceived behavior control.Specifically,(1)the dimension of participation attitude: constructing the expression mechanism of community cultural needs preference and giving play to the leading role of community cultural talents.(2)Subjective normative dimension: Create a strong atmosphere of community cultural support and innovate the way of publicity of community cultural activities.(3)Perceived behavioral control dimensions:rationally arrange the time and intensity of community cultural activities, broaden the communication channels of community cultural activities, and improve the construction of community cultural infrastructure. Finally, the sustainability of "village-to-residence" community cultural activities is increased by exploiting local characteristic culture and talents to activate local endogenous motivation.
