| The reform of Yunnan ’ s weights and measures system in the Republic of China is to change the chaotic situation of measurement in the province.Based on the practical needs of national political construction and commercial development,and under the influence of the concept of country identity,the reform spontaneously carried out to the central government in order to achieve the goal of national planning.In the process of the reform of the weights and measures system in Yunnan Province during the period of the Beijing government,despite the lack of talents and funds,Yunnan Province still actively learns from the reform experience of Beijing to carry out the reform.Although the reform results are limited,some experience has been accumulated in this reform.Driven by the concept of country identity,it spontaneously adopts the central government ’ s national governance plan to govern the borderland to unify with the central government,and the centripetal force presented in this period is of great significance.After the establishment of the Nanjing National Government,the measurement plan of Yunnan Province began to restart.At first,due to the influence of the reform experience of the Beijing government,the implementation of the plan was weak.In addition,the actual situation of Yunnan Province was inconsistent with the central reform design.Under the influence of the central ’ equal rights ’ thought,Yunnan Province adjusted the reform plan again.The controversy over the unified plan of Yunnan ’ s measurement is actually the game between the two governance forces of the central government and the Yunnan provincial government,and the two governance thoughts of centralization and ’ average power ’ of the central government.Since then,although the reform has a blueprint,it has not been put into practice because of the influence of the inert force of measuring the remnants of the old system during the Beijing government period.At the end of 1934,Wu Chengluo visited Yunnan Province.The next year,according to Wu Chengluo ’ s suggestion,Yunnan Province formulated the ’ revision of Yunnan Province ’ s scale and balance program.Since then,the new scale and balance system in Yunnan Province has practical guidance,and the implementation of the new system in Yunnan Province has also made substantial progress.During the period of comprehensive anti-Japanese war,in order to meet the needs of the situation,the Yunnan provincial inspection institute was restructured again,but due to the lack of personnel and funds,the administrative organization and production organization of the inspection institute were not effectively improved.In order to meet the needs of unification,the provincial inspection office optimized the internal structure of the manufacturing plant.At this time,the county government also had new development.Under the joint promotion of the new unification and the policy of levying land tax,the county inspection offices were rapidly established.During this period,the political reform basically completed the unification of the provincial public measurement and that of Kunming.However,due to the weak maintenance of the new system in the later period,the reform did not receive the expected results.Although the ideal of unification has become a bubble,from the perspective of the original motivation and ultimate purpose of the restructuring,Yunnan Province has completed its unique mission given by the current situation,and the model of promoting national governance by frontier governance also vividly demonstrates the supporting role of the existence of multiple governance forces for national governance in special periods.After the war,the long-term imbalance in the development of multiple governance forces made it difficult for Yunnan Province to consistently implement the plan of measuring and balancing.Although Yunnan Province has revised the series of unified plan and put forward the new system implementation method which is more suitable for the new situation,at this time,the government finance of Yunnan Province is becoming more and more difficult,the inspection office has been abolished twice,and finally it is difficult to escape dissolution.In the case of financial exhaustion,county branch offices have also been laid off or even abolished.Without unified guidance and political talent support,the implementation of the new system was left with a single article.Finally,the reform of measurement system has changed from the political symbol that expresses the country identity tendency of the people in Yunnan Province to the “ political symbol ” that the Yunnan provincial government decorated the peace. |
