| General Secretary Xi Jinping figures out that ensuring people’s health should be a strategic priority in development.In 14 th Five-year Plan for Promoting Agricultural and Rural Modernization required that consolidating the achievements of poverty alleviation through health care and medical insurance in terms of ensuring basic medical care,and effectively prevent the risk of returning to poverty due to illness.At the new stage of development,consolidating the effectiveness of healthy poverty relief and promoting healthy villages is not only a people’s livelihood concern that closely combines high-quality development with satisfying people’s needs for a better life,but also an organic integration of healthy China and rural revitalization.In response to the call of the CPC Central Committee,Fujian Province have made demonstrative achievements in consolidating health and poverty alleviation work.In this context,taking J Town in Fujian Province as an example,this article focuses on the implementation of health poverty alleviation policies based on field investigation,which has important theoretical significance and practical value.Firstly,the paper introduces the implementation and content of health poverty alleviation policy in J Town.The article sorted out the health poverty alleviation policy of J Town mainly consists of four parts: basic health insurance and serious disease insurance,civil affairs assistance,targeted poverty alleviation medical insurance and family doctor contract.Through the interview method,this paper finds that J Town has made great achievements in the policy implementation,for example the unimpeded“treatment before payment” and “one-stop” instant settlement channel,classified treatment for patients,and effectively solved the problem of difficult and expensive medical treatment.Secondly,the paper through the perspective of the Smith model,using interview data,analyze the performance of health policy in J town,such as incomplete coverage of health poverty alleviation policy,lack of primary medical staff,“high commitment and low implementation” of family contract service,weak health consciousness of target groups,and barriers of administrative divisions in medical insurance.The main reasons are the imprecise identification and connection of poverty alleviation policies,the information asymmetry between health poverty alleviation agencies and target objects,the low cultural and educational level of target groups,and the poor medical environment of policy practice.Finally,combined with the experience of Hanyin County,Xiamen City and Ruyang County in medical talent management,family contract doctor service and“Internet + healthy medical service” excellent health poverty alleviation practices,this paper puts forward targeted policy suggestions.To be specific,it is suggested to improve the coverage of the health poverty alleviation policies to ensure that people in need will not be excluded from the policy due to inaccurate identification;We should increase the policy preference for the construction of grassroots doctors attract medical students from colleges and universities to join the grassroots doctors by establishing scholarships and tuition subsidies,and strengthen the standardized training of grassroots doctors to improve their professional ability and level Take advantage of family doctors,increase the publicity of health poverty alleviation policy,improve the health management awareness of target groups,so that the policy can be promoted and implemented;We need increase investment in the construction of community-level medical facilities and implement a nationwide network of medical insurance one-stop settlement services. |
