Changting County under "progress leads to victory" has not been revealed.This study takes this as the main line,taking the key soil erosion control area of Changting County as the research area,which is not only a typical representative area of red soil region in southern China,but also a practice area of "progress leads to victory ".On the basis of clarifying the ecological economic basis of "progress leads to victory " and its relationship with soil and water conservation,this paper discusses the ecological control and economic development trend before and after the implementation of " progress leads to victory ",and the interaction process and coupling path between the main elements of soil and water conservation.Assessing the implementation effect of soil and water conservation under the guidance of "progress leads to victory",it is clear that under the guidance of "progress leads to victory",the key soil and water loss control areas in Changting County have innovated governance models and technologies,strengthened governance,solidly promoted soil and water loss control,and promoted the integrated development of eco-economy.Based on the demand of high-quality development of soil and water conservation in Changting county in the new era,the countermeasures to further realize high-quality development of soil and water conservation in Changting county are put forward.In order to further promote soil erosion control and ecological civilization construction in Changting County.The main results are as follows:(1)Revealed the eco-economic basis of "progress leads to victory" and its relationship with soil and water conservation.On the basis of understanding and analyzing the theoretical background and realistic background of "progress leads to victory",it is clear that "progress leads to victory" adapts to the coupling characteristics of eco-economic system formed in the process of human beings’ transformation from the needs of life development to the needs of physical and mental health,which has also become the internal demand of "progress leads to victory",and the theoretical and practical basis for the integration of score of soil and water conservation implementation effect evaluation in key soil and water loss control areas in Changting County is increasing,and the evaluation grade is improved from general to better,especially the soil and water loss process and control effect are significantly improved,the soil and water loss control mechanism is continuously improved,the technical measures of soil and water conservation are rationally allocated,and the technical system and model of soil and water conservation are constantly innovated,thus achieving the harmonious development of ecological
