Research On Policy Support For The Development Of Crayfish Industry In Qianjiang City

Qianjiang is the first city in China to carry out crayfish and rice co-production and artificial breeding of crayfish seedlings successfully.After more than 20 years of exploration,innovation and development,Qianjiang crayfish industry formed an industrial pattern integrating breeding,ecological breeding,processing and export,catering and tourism,cold chain logistics,intensive processing,e-commerce and festival culture.Qianjiang crayfish industry become the pillar industry and characteristic industry of Qianjiang City.The current achievements of Qianjiang crayfish are inseparable from the policy support of the government.The government encourages farmers to implement crayfish and rice co-production,actively guides the provision of free technical training for farmers,and establishes the Qianjiang Crayfish Whole Industry Chain Technology Research Institute to support Enterprises create a service platform of "Internet + Crayfish".However,the competition environment facing the development of crayfish industry is becoming more and more fierce.Studying the optimization of government’s support policies can provide suggestions to better play the role of policies.Based on the development status of the crayfish industry in Qianjiang City,this paper is based on the theory of government functions,the theory of new public services,and the theory of agricultural industrialization.Evaluation,analysis and optimization of policies for the development of crayfish industry in Qianjiang City from three aspects: policy environment.The research shows that: The total score of policy support for the development of the crayfish industry in Qianjiang City in 2021 is 77,and the grade is good.The problems existing in the support policies for the development of the crayfish industry can be summarized as the following three aspects: one is the policy orientation The positioning of the development layout is unclear,the policy lacks systematic planning,the policy formulation ignores the law,the second is the incomplete talent training mechanism in the public service,the brand promotion is not enough,the third is the policy environment The social environment is not perfect and the market support is not perfect,etc.;Support policies for the development of the crayfish industry can be optimized from three aspects.First,in terms of development planning,top-level design should be strengthened,and departments should coordinate and advance;change development concepts and cultivate innovation capabilities;strengthen industry guidance and support the development of associations.Second,in terms of public services,it is necessary to improve the talent mechanism,strengthen intellectual support;strengthen infrastructure construction,improve the service system;strengthen brand building,and cultivate crayfish culture.Thirdly,in terms of policy environment,it is necessary to standardize industrial standards and strengthen market supervision;strengthen financial taxation support and increase capital investment;strengthen industrial chain integration and promote industrial integration.
