Research On Government Behavior In The Construction Of The Three-North Shelterbelt System

The Three-North Shelterbelt System is a major public welfare project led by the government,which has obvious characteristics of public property.With the effective intervention of the government,the Three-North Shelterbelt System has made remarkable achievements after 40 years of continuous construction.However,with the deepening of the project,the traditional government behavior model in the past can no longer fully adapt to the requirements of the development of the Three-North Shelterbelt System in the new era.In order to promote the sustainable and healthy development of the Three-North Shelterbelt System and to meet the needs of the people for a beautiful ecological environment,it is urgent to conduct a comprehensive analysis of the government behavior in the construction of the project,and to find out the existing problems and their causes,so that the government can aim at the future projects.Precision strategy,to promote the construction of the three North considerable development.In this paper,from the angle of government behavior,using the methods of literature research,comparative analysis and field investigation,based on summarizing the experience of domestic and foreign shelterbelt construction,using the theory of public goods,Under the guidance of external effect theory and citizen participation theory,firstly,the paper comprehensively expounds the situation of the construction of the Three-North Shelterbelt System and the behavior of the government in the construction of the project.Secondly,it analyzes the existing problems of government behavior in the construction of the Three-North Shelterbelt System,and analyzes the causes of the problems from five aspects: organization management,fund management,planning management,control management and incentive mechanism.Then,on the basis of the analysis of the main actors in the construction of the Three-North Shelterbelt System,the author uses the The game analysis method constructs the game model of the central government,the local government and the farmers and herdsmen,and finds out the main factors that affect the construction of the project.Finally,based on the game analysis of different actors,the paper puts forward the countermeasures and suggestions of optimizing the government behavior of the Three-North Shelterbelt System from five parts and 12 aspects,focusing on the five functions of government decision-making,organization,coordination,control and supervision.In order to provide a useful reference for the construction and development of national shelterbelt.
