Looking back at the year 2022,the second phase of the Natural Forest Protection Project has just ended,and looking ahead,it is the opening year of the 14 th Five-Year Plan.The Natural Forest Protection Project is an important tool to protect natural forest resources in China,and is one of China’s major attempts in the field of ecological protection.Qinghai province has an important strategic position in maintaining national ecological security,but in previous studies,scholars have mostly focused on the implementation effectiveness of the Natural Forest Protection Project in the middle and lower reaches of the Yellow River and Yangtze River in terms of regional selection,and few studies have been conducted on the Natural Forest Protection Project in Qinghai.In this study,we choose to evaluate the comprehensive effectiveness of the Natural Forest Protection Project in Qinghai Province from 2000 to 2020,analyze the achievements and failures,inherit the advantages and examine the shortcomings.Based on the background of the implementation of the Natural Forest Protection Project,this paper firstly analyzed a large number of academic papers in related fields at home and abroad,and finally established that the analysis of the comprehensive effectiveness of the Natural Forest Protection Project should be divided into the evaluation of ecological benefits,social benefits and economic benefits.In this paper,we analyzed the natural and socio-economic situation of Qinghai Province and the implementation of Natural Forest Protection Project,and used the following methods: logical model of results framework,theoretical analysis,comparative analysis,frequency analysis,and expert consultation,etc.We also focused on the selection of results indicators,and finally established the indicator system of Natural Forest Protection Project in Qinghai Province,which contains 21 indicators at the program level.In order to reasonably assign weights to the index system,a comprehensive weighting method combining hierarchical analysis and entropy weighting method was introduced into the Natural Forest Protection Project index system,which combined subjective and objective weighting methods to preserve the subjective understanding of the importance of each index and to obtain the information of index weights from the original data,making the weighting process more convincing.After obtaining the weights,TOPSIS was applied to rate the effectiveness of the project,and the effectiveness was divided into five levels from low to high.Social benefits have been improving steadily,and people’s living standards have improved greatly,while economic development is on an upward trend,but slowly,with only a "slight improvement" by the end of 2017,indicating that there is still more room for improvement in economic industrial structure and output capacity.Overall,the effect of the implementation of the project in Qinghai Province is good,the development of the early stage is relatively slow,the effect of the end of the second phase is significant,the project started to 2006,the overall effect of the project "little effect",after 10 years of development,the effect "slightly improved" At the end of the second phase of the project,the benefits of the project finally became obvious,and there was a "great improvement".Finally,according to the problems found during the evaluation of the project,we propose improvements in terms of environmental awareness,funding policies and industrial development.
