Study On Government Support Strategy Of Private Enterprises Under Forest Economy In Yichun City

Supporting undergrowth economy development is the policy orientation of our country in recent years.Promulgated in 2012 by The General Office of the State Council on accelerating the economic development of forests of opinions in the undergrowth of the overall direction of the economy has carried on the comprehensive planning,the understory planting + forests breeding + forestry products collection processing + forest landscape and so on many industries development as an important policy improve economic comprehensive development level of forests,At the national level,laid the policy keynote to support the development of the undergrowth economy.In the regulations on the optimization of business environment in Heilongjiang province and the provincial party committee of the communist party of China Heilongjiang,Heilongjiang province people’s government on reshaping business’ s opinions on the new environment,such as under the background of policies enacted,Yichun forests economy won the broad opportunity for development of private enterprises,in the north black fungus industry,medicine industry,blossoms industry,and other areas of the forests of economic development have made outstanding achievements.However,because of the old industrial base of northeast China as a traditional path dependence,Yichun in kinetic energy of private economic development,the government in the cost of production factors,business factors,factors of policy support,the system soft environment,and other dimensions of Yichun forests economic support to the private enterprise is far insufficient,restricted the Yichun forests of private enterprises in the economic development level.Therefore,the research on the government support strategy of the private enterprises under the forest economy in Yichun city is of great value for the development of the private enterprises under the forest economy in Yichun City and the development of the private enterprises in northeast China.Based on this,this paper adopts inductive method,deductive method,literature research method and other research methods to conduct in-depth research on the problems involved.The first part introduces the government’s support to private enterprises of undergrowth economy from four aspects of Yichun municipal government’s finance,tax,administrative examination and approval and industrial fund.Secondly,using PEST and SWOT analysis,this paper analyzes the government support environment of private enterprises in forest economy in Yichun city,and summarizes the problems such as insufficient momentum of government financial support policies,low level of tax support of private enterprises,great constraint degree of administrative examination and approval system,and lack of support from diversified financing channels.Finally,according to the analysis results,the development strategy of yichun government’s support for private enterprises under the forest economy is formulated from four aspects: expanding the scale of local financial support in Yichun city,exploring the combination of multiple tax tax reduction policies,promoting the reform of the administrative examination and approval system of private enterprises and exploring multi-level industrial fund support methods.This paper believes that in the process of yichun city government supporting the development of undergrowth economy,it should try to expand the scale of yichun city’s local financial support,explore the combination of multiple tax tax reduction policies,promote the reform of the administrative examination and approval system of private enterprises and explore multi-level industrial fund support methods.In policy implementation,first of all,the overall development pattern in advance planning,make enterprise focus on follow-up management and enterprise development’s analyse afterwards,at the same time and improve the ideological guarantee,organization guarantee and process security,improve undergrowth yichun government supports private enterprise economic utility,full play to the government support to the private enterprise to yichun forests economy.
