The project of returning farmland to forest is one of the six forestry projects in China,which can improve the ecological environment and realize the goal of harmonious coexistence between man and nature through the rational use of land and the conversion of land unsuitable for cultivation into forest(grassland).The project involves a large amount of capital investment,large-scale construction,strong policy,and a wide range of farmers.In 1999,the ecological engineering launched a pilot demonstration project in Sichuan,Gansu and Shaanxi provinces,which was fully launched in 2002.In 2007,the project entered the stage of improving and consolidating achievements,and a new round of returning farmland to forests and grassland was started in 2014.Over the past 20 years,the project has not only benefited the improvement of ecological environment,but also accelerated the economic development and social structure adjustment.The practice shows that the follow-up management and protection of the project is very important for the sustainable development of the project.However,with the implementation of the project and the expiration of the policy subsidy,the problem of follow-up management and protection of the project appears gradually,and has become a limiting factor for the sustainable development of the benefits of the project.Therefore,it is of great significance to find out the problems in the follow-up management and protection of the conversion of cropland to forest,to excavate the causes of the problems and to put forward the countermeasures to solve the problems.The subjects of the follow-up Management and protection of the conversion of cropland to forest are diversified,and there should be coordination among them.Through the investigation of the subjects of the follow-up Management and protection of the conversion of cropland to forest in l county,such as the farmers,the workers in the forestry departments,the workers in the forestry stations in villages and towns,and the village cadres,it was found that at present,the follow-up Management and protection of the conversion of cropland to forest is not in place,the technical guidance for management and protection is insufficient,and the funds for management and protection are insufficient,there are many problems,such as heavy investment pressure,single management and protection mode,serious deforestation and rehabilitation of farmland,frequent abandonment of management,etc..In the light of the problems existing in the follow-up management and protection of the conversion of farmland to forest in l county,this paper analyzes the causes of the management and protection problems,and combining with the multi-center governance theory,through constructing the multi-subject cooperative governance model of the government,society,forestry cooperatives and farmers,some countermeasures and suggestions were put forward to improve the follow-up management and protection of conversion of cropland to forest in l county.First,strengthen the propaganda of management and protection and raise the level of ecological cognition;second,strengthen the construction of forestry staff;third,widen the sources of funds for management and protection and encourage social capital to participate in management and protection;fourth,innovate the management and protection mode and strengthen the management and protection force;fifth,improve the management and protection mechanism,strengthening Management and protection supervision;sixth,strengthening economic incentives for farmers to participate in management and protection;seventh,strengthening forestry knowledge learning to improve the level of management and protection of farmers.
