In order to cope with the warming climate and energy constraints, countries around the world have started to develop low-carbon economies. As a high carbon emission, high energy consumption of the automotive industry,is also facing low-carbon transformation.China has introduced a series of policies to support the development of new energy vehicles,so as to promote the transformation and upgrading of China’s automotive industry. In the face of the subsidy policy, our government has introduced policies such as the double credit system to continue to stimulate the development of the new energy vehicle industry, but the implementation of these policies has also caused a huge impact on the development and operation of automotive enterprises. To address the question of how the double credit system affects the production decision of passenger car companies, this paper have chose to study the production decision of companies that produce both fuel-powered passenger cars and new energy passenger cars under the double credit system. The "production decision" in this paper refers to the determination of the annual production of various types of fuel-powered passenger cars and new energy-powered passenger cars by enterprises. The main contents of this paper are as follows.Firstly,in order to predict the annual purchase volume of fuel passenger cars and new energy passenger cars in China,a system dynamics model for predicting the purchase of two types of passenger cars was developed based on a system dynamics approach, and simulations were conducted using Vensim to obtain predicted data on the annual purchase of fuel-powered passenger cars and new energy passenger cars in China for the next five years.Secondly,in order to explore the impact of the double credit system on the annual production of each type of passenger cars of vehicle enterprises, the study was conducted under three scenarios of insufficient, balanced and surplus new energy vehicle credits, and then each scenario was divided into two cases, and after that,a mathematical model with the objective of maximum enterprise profit and maximum production of new energy passenger cars of enterprises was established according to these six scenarios respectively. Then,to address the disadvantage of poor global search capability of particle swarm optimization method in solving objective optimization problems, the particle swarm algorithm has been improved by using chaotic search strategy. Finally, using the improved chaotic particle swarm algorithm, this study have used enterprise C as the validation object and solve to obtain the annual production of different models of this enterprise in each case, and have analyzed the sensitivity of each parameter to the objective function in the double-point system, and have found that the same parameter has different effects on the enterprise in different cases. Finally, this study has used the improved chaotic particle swarm algorithm to solve for the annual production of different models of C enterprises in each case;and analyzed for the sensitivity of each parameter to the objective function in the double-point system, and found that the same parameter has different effects on enterprises in different cases.
