cultural soft power and building a socialist cultural power,and with the concept of heritage protection of "making the heritage displayed on the vast earth and the words written in ancient books come alive",heritage The revitalization of heritage has become an important policy direction for the development of China’s cultural heritage.As the third batch of historical and cultural cities in China,Liaocheng has a rich historical heritage and unique humanistic landscape,but the excessive commercial development and the large area of old buildings knocked down for new construction caused the old city to be notified and criticized by the Ministry of Housing and Urban-Rural Development and the State Administration of Cultural Heritage in 2013,while the Dongguan Street area outside the old components and the strict control of the scale of streets and alleys.How to promote the intertwined relationship between people and heritage in a scientific and sustainable way and enhance the cultural identity of the core community is a topic worthy of further study.Therefore,this paper attempts to classify the closeness of the connection between heritage community users and heritage into three categories: core communities,peripheral communities and foreign visitors,based on the Living Heritage Conservation Approach(LHA for short)established by ICCROM(International Center for Conservation and Restoration Research)based on non-Western conservation practices.The interests of the core communities are fundamental to heritage decision-making,and they are an integral part of the heritage,and the life,use and management of the core communities should be ensured to perpetuate their connection to the heritage;the peripheral communities have a lower weight in heritage decision-making,and their connection to the heritage is indirect and non-continuous,and they belong to the marginal radiation zone;the foreign visitors play a coordinating and spreading role in the conservation of living heritage,and are the ones who,in the conservation proposal the group that most values historical and cultural ornamental and salience.The core thesis is structured into four phases:identification,investigation,assessment,and decision making.In the identification stage,through the historical combing of Liaocheng and Dongguan Street area,the list of old and existing cultural heritages in Dongguan Street area is summarized and compiled;in the investigation stage,based on the "3C" characteristics of the living heritage theory,the three aspects of continuity,change and community are investigated with the help of spatial syntax,Arc GIS and other technical means.In the evaluation stage,we prepared a satisfaction questionnaire and obtained a model positioning diagram and the elements contained in each of the four quadrants with the help of modified IPA analysis method,and came up with the "priority needs" that affect the development of the living heritage of the area within the three characteristics."In the decision making stage,according to the results of the above analysis,the improvement priorities should be listed,and in the case of limited resources,improvement strategies should be developed for the elements in the fourth quadrant that need to be improved with full consideration of the actual needs of the core community,followed by the secondary improvement areas in the third quadrant,while the factors in the first quadrant maintenance area and the second quadrant advantage area can be used as references for subsequent image paper,we use the "3C" characteristics framework to investigate the current situation of heritage development in the Dongguan Street area of Liaocheng City,construct a heritage revitalization research form,and use the modified IPA analysis method to give full play to the dynamic role of the core community to identify the urgent factors for heritage revitalization in the area and provide certain strategies.The methodology and strategies are used to achieve a core community-centered living conservation approach,to solve the contradictory conflicts of travel and residence under the heritage economy,and to provide a reference for the heritage revitalization of waterfront historical and cultural districts with residential nature.
