China’s green environmental protection industry started relatively late,and the public’s awareness of environmental protection is relatively weak.Influenced by China’s national conditions,the enterprises involved in environmental governance are not mature enough at present,and China’s environmental protection industry is still in the stage of rapid development,which has great room for development and promotion.In recent years,China’s social and economic development and industrial structure adjustment have been accelerated,and Chinese residents’ requirements for quality of life have become higher and higher.Environmental protection industry is becoming more and more important.The development of the environmental protection industry is directly related to the quality of life of the people.Due to the influence of the financial environment and the adjustment of PPP policies,the environmental protection industry,especially the private environmental protection industry,has been greatly impacted and has fallen into operational difficulties,and it is urgent to make changes and adjustments.In this paper,the case analysis method is used to analyze the changes of operating conditions of oriental gardens before and after the mixed reform,and to explore the motivation and effect of introducing state-owned assets into private environmental protection enterprises.The motivation of introducing state-owned assets into oriental gardens can be summarized as relief motivation and strategic motivation.Among them,the motivation of bail-out includes four aspects: alleviating the shortage of capital chain,improving business performance,obtaining business resources with the help of state-owned assets,and easing financing constraints.The strategic motivation includes three aspects: adjusting business model,improving governance ability and maintaining the advantages of technology and talents.It is found that through the introduction of state-owned assets,the shortage of capital chain of Oriental Garden has been obviously improved,the operating performance indicators have been partially optimized,certain business resources have been obtained,and the financing constraints have been effectively alleviated.However,due to the unreasonable operation in the early stage,the relevant indicators of profitability are still not ideal.In terms of strategy,the company’s business model has been adjusted and upgraded,and its governance capacity has been effectively improved,but its advantages in technology and talents have not been strengthened.This case study discusses whether the introduction of state-owned assets can solve the management problems of private environmental protection enterprises,hoping to provide reference for other private environmental protection enterprises that have not yet got out of the management difficulties. |
