| China will strive to achieve carbon peak in 2030 and carbon neutrality in 2060.The energy industry is the main battlefield and position to promote the green and low-carbon development of energy.The transformation and upgrading of the energy industry is an important path and inevitable choice to achieve the goal of "double carbon".With the industrial revolution and the arrival of a new wave of scientific and technological revolution,the transformation and upgrading of industries in digital form is the current trend.Promoting the green and low-carbon development of the energy industry through digital transformation is an urgent requirement for the transformation and upgrading of the energy industry under the "double carbon" goal.As the foundation and important pillar of national governance,fiscal revenue plays an important role in achieving this goal.As an important means to promote the digital transformation of the energy industry,fiscal and tax policies play a role of regulation,guarantee and guidance.However,at present,China’s fiscal and tax policies still have many problems in promoting the digital transformation of the energy industry,such as unreasonable financial subsidies,inadequate informatization of tax collection and management,and inadequate integration of tax and enterprise.To this end,the government should play the role of macro-fiscal and tax policy regulation,vigorously support the development and technological innovation of the energy industry,improve the green tax system,and implement preferential tax policies,so as to achieve the "double carbon" goal and promote the digital transformation of China’s energy industry.This paper combs the relevant literature of domestic and foreign scholars in relevant fields,and defines the relevant concepts of digital transformation,energy industry and fiscal and tax policies on this basis.Then it combs the externality theory,technology innovation theory,endogenous growth theory and sustainable development theory to provide theoretical support for this paper,and analyzes the mechanism of financial subsidies and tax incentives affecting the digital transformation of the energy industry.By analyzing the current situation of the digital transformation of China’s energy industry and sorting out the current relevant fiscal and tax policies,the deficiencies of the existing policies are preliminarily analyzed.This paper uses Stata16 measurement software,takes listed companies in A-share energyrelated industries from 2007 to 2021 as the research sample,sets the degree of digital transformation(DCG)as the explanatory variable,and fiscal subsidies(Sub)and tax incentives(Tax)as the core explanatory variables,and explores the impact of fiscal policies and tax incentives on the digital transformation of the energy industry by establishing a panel data model,The analysis draws the following conclusions: 1.Financial subsidies and tax incentives can significantly promote the digital transformation of the energy industry.2.Compared with state-owned enterprises,financial subsidies and tax incentives have a greater impact on promoting the digital transformation of non-state-owned enterprises in the energy industry.3.Compared with enterprises in the central and western regions,fiscal policies and tax incentives have a greater impact on promoting the level of digital transformation of enterprises in the eastern part of the energy industry.4.Enterprise production costs play a significant intermediary role in fiscal and tax policies in promoting the digital transformation of the energy industry.5.Enterprise R&D investment plays a significant intermediary role in fiscal and tax policies in promoting the digital transformation of the energy industry.This shows that the Chinese government can take reasonable financial subsidies and tax incentives to reduce the production costs of the energy industry and promote its increased investment in research and development,which can help the digital transformation of the energy industry and add impetus to the realization of the "double carbon" goal.Combining the empirical analysis results of this paper and the research status of domestic and foreign scholars,this paper puts forward the following suggestions from two aspects of fiscal and tax policies and related supporting policies: 1.Improve the fiscal and tax policy system of China’s energy industry digital transformation,improve the pertinence of fiscal and tax policies,optimize the fiscal and tax policies at the level of enterprise R&D investment,optimize the fiscal and tax policies at the level of enterprise production costs,and increase the fiscal and tax policies to attract digital talents.2.Find the "focus" of relevant fiscal and tax policies,increase the fiscal and tax subsidies for the digital transformation of state-owned energy enterprises and energy enterprises in the central and western regions,and set up benchmark enterprises to drive the overall digital level of China’s energy industry to improve.3.Improve relevant supporting policies and measures,increase the security of tax services,improve the carbon trading market,and consolidate the foundation of digital transformation. |
