China has always adhered to the road of sustainable development. In order to save energy and protect the environment,China has been vigorously supporting the development of new energy vehicles. However, compared with traditional fuel vehicles, the overall number of new energy vehicles is low. Therefore,in order to vigorously develop new energy vehicles, the government must introduce some preferential policies to encourage the development of new energy vehicles, and innovation is an essential element in the development of new energy vehicles.Because of the particularity of innovation, its achievements are easily imitated by other enterprises, which makes the private benefits of innovative enterprises less than the social benefits. In addition, the characteristics of high investment and high technology of new energy vehicles will reduce the innovation enthusiasm of new energy automobile enterprises in the long run. Moreover, compared with new energy vehicles in developed countries, there is still a big gap between China’s new energy vehicle technology and it.Previous studies show that tax incentives can stimulate enterprises to innovate to a certain extent. Therefore, this paper studies the impact of tax incentives on the innovation of new energy automobile enterprises, which is of practical significance to the development and innovation of contemporary new energy vehicles.Firstly, this paper analyzes the theoretical and practical significance of the research from the research background, and sorts out the literature.Secondly, this paper puts forward four theoretical bases, namely, market failure theory, tax effect theory, endogenous growth theory and government intervention theory.According to the theoretical bases,it analyzes the mechanism of tax incentives affecting the innovation of new energy enterprises, and puts forward three research hypotheses in this paper.Furthermore, the production and marketing status and innovation status of new energy automobile enterprises are analyzed, and the relevant tax preferential policies of new energy automobile enterprises are sorted out,and the existing problems of the policies are put forward, paving the way for the following empirical research and policy suggestions. Finally,on the basis of theoretical analysis, this paper makes an empirical study.Taking the listed companies of new energy vehicles as the research object,it selects the sample data from 2016 to 2021,establishes a fixed effect model, studies the relationship between tax incentives and innovation of new energy vehicle enterprises, and obtains the empirical results. The robustness test results are consistent with the empirical results. In this regard, three conclusions of this paper are put forward:(1)tax incentives can increase the number of innovations of new energy automobile enterprises;(2)Compared with state-owned new energy automobile enterprises, tax incentives have a stronger impact on the innovation output of non-state-owned new energy automobile enterprises;(3)Compared with small and medium-sized new energy automobile enterprises, tax incentives have a stronger impact on the innovation of large-scale new energy automobile enterprises.According to the above questions and research conclusions, this paper puts forward some suggestions on tax preferential policies to promote the innovation of new energy automobile enterprises:(1)gradually improve China’s tax preferential legal system;(2)Improve the tax incentives related to new energy automobile enterprises;(3)Further optimize the tax incentives related to new energy vehicles;(4)Create a policy pattern of coordination between tax incentives and financial subsidies;(5)Pay attention to the heterogeneity of enterprises and implement differentiated preferential tax policies.
