The electricity transmission and distribution price reform is an important change that the electric power industry is undergoing.It sets forth higher requirements for the development of the electric power industry and the management of power supply enterprises.On the one hand,the development status of the power transmission and distribution industry is that the power supply company has no independent pricing right for the upstream purchase price and the downstream sale price.This pricing model determines that the management and reform of the power supply enterprise must be inward.On the other hand,whether it is the pricing principle of "permissible cost +reasonable income" or the pricing method of "calculating transmission and distribution price by voltage level and user type" in the electricity transmission and distribution price reform,it puts forward multi-dimensional requirements for the cost management of power supply enterprises.This paper takes the district-level and county-level hydropower company S as an example.By analyzing the operation,cost and operation management of S Hydropower Company,it is found that S Hydropower company cannot accurately calculate the "permissible cost" in the electricity transmission and distribution reform,nor can it carry out cost accounting by voltage level and user type,and the company’s cost management concept is missing.In this paper,by analyzing the value stream of S Geo-power company,two major factors of value creation of S Geo-power company are extracted: operation and equipment.Therefore,this paper redefines the cost allocation principle and cost allocation design around equipment and operations,and finally puts forward the refined cost management framework and design ideas of S Geopower Company.And through the design of 7S operation lean management subsystem,assets lean management subsystem,performance lean management subsystem to ensure the implementation of the company’s fine cost management.In this paper,the district and county power company as a case,for its design to adapt to the transmission and distribution price reform requirements of the refined cost management scheme,for the implementation of the transmission and distribution price reform provides the grassroots data and thinking,the local power company development and reform also has a certain reference and significance.But this paper also has some shortcomings.The refined cost management designed in this paper lacks the application and test of practice.The change of enterprise cost management mode requires cost and time,and also requires the joint efforts of enterprise leaders and all employees.
