| As the mainstream energy for the future development of energy industry,clean energy is a "good medicine" to solve the problems of "three high"(high pollution,high carbon emission and high dependence of oil and natural gas)in the process of energy development in China.The development of clean energy is an important step in the implementation of the energy strategy,an important move to build a "clean,low-carbon,safe and efficient" modern energy system,and an important link to achieve the goal of "carbon peak" and "carbon neutral".In 2021,the proportion of clean energy consumption in China’s total energy consumption exceeded 25%(25.5%),with an increase of 1.2%.The development of clean energy in China has basically formed a trend of "wind,solar and water dance together".Developing and improving the utilization efficiency of clean energy will bring certain environmental and economic benefits,which is the only way must be passed to promote green and low-carbon energy transformation.However,there are significant differences between provinces and regions in China.Therefore,scientific measurement of comprehensive utilization efficiency of clean energy in China and analysis of regional differences in utilization efficiency are of great significance for promoting energy consumption revolution,constructing modern energy system and realizing the goal of "double carbon".Taking 30 provinces and cities in China(except Tibet)as the research object,this paper described the dynamic and static development trend,regional differentiation and convergence characteristics of comprehensive utilization efficiency of clean energy in China during the period from the 10 th Five-Year Plan to the 13 th Five-Year Plan.Firstly,based on the panel data of 30 provinces and cities from 2001 to 2020,a Super-EBM model containing three input indexes and two output indexes was constructed to estimate and evaluate the environmental and economic benefits of clean energy utilization from the aspects of environmental and economic benefits.Secondly,Malmquist index method was used to dynamically decompose the comprehensive utilization efficiency of clean energy and explore the dynamic changing trend and potential influencing factors of the comprehensive utilization efficiency of clean energy.Then,Theil exponential decomposition and convergence model were used to analyze the difference and test the convergence of regional comprehensive utilization efficiency of clean energy.Finally,according to the calculation and analysis results of comprehensive utilization efficiency of clean energy,feasible suggestions were put forward for the development of clean energy industry in the future.The results indicated that the overall utilization efficiency of clean energy in China showed a trend of slight fluctuation,but the improvement of efficiency decreased.There were significant differences in the comprehensive utilization efficiency of clean energy between regions.In the year of 2001-2010,the improvement of comprehensive utilization efficiency of clean energy mainly benefited from the change of technical efficiency.In the year of 2011-2020,technical efficiency and technological progress affected the change of comprehensive utilization efficiency together.The overall difference in the comprehensive utilization efficiency of clean energy was shrinking,and the regional difference basically determined the overall difference,while the interregional difference had less and less influence on the overall difference.The comprehensive utilization efficiency of clean energy in China has weak convergence.The convergence characteristics of the four regions and eight economic regions were different.According to the research conclusions,the following suggestions were put forward: Formulate and implement clean energy development support policies according to local conditions;Give full play to the "leader" role of national clean energy demonstration province(region);Strengthen regional linkage of clean energy development and narrow regional differences in utilization efficiency;Promote supplyside and consumer-side cooperation reform and improve the quality of clean energy development services;To break the bottleneck of technology research and development and promote the digital and intelligent transformation of clean energy;Improve the clean energy public service system,establish and improve the relevant development guarantee mechanism;Break geographical restrictions on clean energy,realize clean energy connectivity,and build an energy community with a shared future. |
