At present,the global economy has entered a new normal.Many developed countries are also strengthening the remodeling and upgrading of their own manufacturing industry,which makes the development and utilization of manufacturing industry in developing countries become more rapid.China is in the transition stage of economic development.As the world’s second largest economy,the transformation and upgrading of the real economy is one of its key links.In recent years,after the rapid development of Hebei Province’s economy,some problems have been exposed,such as the declining competitiveness of manufacturing industry,weak innovation ability,redundant innovation resources,unreasonable industrial structure and lack of core technology,which make the manufacturing industry in Hebei Province in an urgent need of transformation environment.Therefore,it is of great significance to study the technological innovation efficiency of manufacturing industry in Hebei Province to accelerate the industrialization development and promote the innovation development,transformation and upgrading of manufacturing industry in Hebei Province.First of all,this thesis sorted out the relevant theories and research literature of technological innovation and innovation efficiency.After summarizing and concluding,combined with the principle of index construction,this thesis constructed a set of index system suitable for the evaluation of technological innovation efficiency of Hebei manufacturing industry.Secondly,the process of technological innovation in Hebei manufacturing industry is divided into technology research and development stage and achievement transformation stage.The static technological innovation efficiency in the whole stage,research and development stage and achievement transformation stage of Hebei manufacturing industry is measured by using data envelopment analysis(DEA)method,and evaluated and analyzed.Then,according to Malmquist index method,the dynamic technology innovation efficiency in the whole stage,r&d stage and achievement transformation stage of Hebei manufacturing industry technology innovation process is studied,and the comparative evaluation analysis is carried out.Finally,according to the previous analysis of technological innovation efficiency of Hebei manufacturing industry,Tobit regression model is used to study the influencing factors of the efficiency of Hebei manufacturing technology R&D stage and achievement transformation stage respectively.The main research conclusions of this thesis are as follows: First,after static combination evaluation of the two-stage efficiency of Hebei manufacturing industry,the industry types are divided into four types: high R&D-high transformation type,high R&D-low transformation type,low R&D-high transformation type and low R&D-low transformation type.Second,the overall stage technology progress is the main factor that promotes the total factor productivity growth,technology research and development stage of technological progress and scale efficiency of growth is the main reason for the total factor productivity growth,achievements transformation stage severe decline in total factor productivity,as a result of the falling of pure technical efficiency achievements transformation stage the main reason for decline in total factor productivity.Thirdly,it is found that technology introduction,enterprise scale and investment intensity of scientific and technological talents have positive promoting effects on the efficiency of technology R&D stage.Government support,corporate profitability,environmental regulation intensity and R&D capital investment intensity have a positive effect on the efficiency of results transformation stage.Fourthly,through the overall analysis,it is found that there are some problems in Hebei manufacturing industry,such as low overall level of technological innovation efficiency,uncoordinated development of efficiency in two stages of technological innovation,unreasonable allocation of technological innovation resources,large difference of decomposition index affecting efficiency growth and unbalanced development of technological innovation efficiency among industries.To solve the above problems,the thesis puts forward the following four suggestions: rational investment of innovation resources,coordination between the two stages,optimization of resource allocation,and the formulation of innovation policies to adapt to the specific environment.
