The rapid development of information and communication technology(ICT)has brought about a new round of technological revolution,and traditional industries are integrating ICT to give new impetus to industrial economic growth and realize digital transformation of industries.The 2022 Government Work Report emphasizes“promoting the digital transformation of industries”,and the 14 th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of Vision 2035 also point out the need to “accelerate the promotion of digital industrialization”.“Promote the digital transformation of industry”.Along with the increased attention of government and society to industrial digitization,quantitative measurement of the process and scale of industrial digital transformation has become the focus and hot spot of research.However,the method selected in the existing research to measure the scale of industrial digitization ignores the role of biased technological progress and ICT type labor in labor input.In this paper,based on the existing research methods to measure the scale of industrial digitization,the existing methods to measure industrial digitization are improved by combining relevant theoretical research to identify the biased technological progress caused by various types of factor inputs in the process of contents of this paper are: firstly,to explain the research background and significance of industrial digitization,to delineate the accounting scope of industrial digitization according to the basic connotation of industrial digitization,and to sort out the advantages,disadvantages and applicability of the existing research methods of industrial digitization according to the connotation and scope,and to argue that the existing research methods of growth accounting are more applicable and feasible,and also to point out that the existing methods of growth accounting of industrial digitization are not perfect.Secondly,the development process of growth accounting methods and production functions and the mechanism of ICT inputs on economic growth are sorted out from the perspective of technological progress and bias to provide a theoretical basis for improving the existing growth accounting methods of industrial digitization.Then,according to the theoretical foundation and the connotation of industrial digitization,the growth accounting method of industrial digitization with neutral technological progress is upgraded to the growth accounting method of industrial digitization with biased technological progress to make up for the deficiency that the assumption of neutral technological progress is not in line with reality.After that,we solve the factor input quantity and factor input-induced technological progress level in the process of industrial digitization according to the standardized supply side system,and provide the basis for measuring the scale of industrial digitization through biased technological progress.After that,the contribution of factor inputs to economic growth is quantified by incorporating biased technological progress into the growth accounting framework based on the method,and the contribution is converted into the scale of industrial digitization by combining the economic increments,and the scale and proportion of industrial digitization in 17 industries are measured during 2002-2020.Finally,we analyze the changes of industry differences in the process of industrial digitization development from the dual perspective of scale and proportion,disaggregate the total differences by three industries to analyze the sources of differences and the contribution of each part of differences,and compare the results of differences under the two perspectives of scale and proportion.The main innovations of this paper include: first,upgrading the neutral growth accounting framework to a biased technological progress growth accounting framework and introducing biased technological progress into the industrial digitization measurement process;second,solving the problem of separating the contribution of ICT inputs to TFP growth in the industrial digitization scale measurement process through biased technological progress;third,incorporating the ICT component of labor inputs into the industrial digitization scale measurement process in this paper.The main findings of this paper are: first,the technological progress due to ICT inputs is significantly higher than that due to non-ICT inputs.In the measurement period,ICT capital input positively contributes to technological progress in 14 industries,among which the positive effect of ICT capital technological progress increases in 9industries and is better than that of non-ICT capital input in each industry.The positive effect of ICT labor technical progress in 14 industries is increasing and better than that of non-ICT labor inputs in each industry.Second,the contribution of ICT inputs to economic growth in each industry increases period by period.During the measurement period,the contribution of ICT input to economic growth of each industry increases period by period,but non-ICT factor input is still the main driver of economic growth of the industry,and the economic growth of 11 industries such as mining industry is mainly driven by non-ICT input,and the economic growth of 7 industries such as agriculture,forestry,animal husbandry and fishery is mainly driven by ICT input.Third,the scale of industrial digitization has been rising year by year,and the average annual growth rate of overall,industrial and industry industrial digitization scale is higher than the growth rate of GDP,industrial value added and industry value added in the same period.the scale of national industrial digitization increased from 178.6 billion yuan to135.135 billion yuan during 2003-2020,with an average annual growth rate of 29.0%,far exceeding the growth rate of GDP in the same period.The growth rate of industrial digital scale of three industries exceeds the growth rate of industrial added value in the same period,and the level of industrial digital development of the third industry is higher than that of the primary and secondary industries.The growth rate of industrial digitization scale of each industry exceeds the growth rate of industry added value in the same period,and the scale of industrial digitization of financial industry and other industries is the largest,while the development of industrial digitization of agriculture,forestry,animal husbandry and fishery industries lags behind.Fourth,the industry differences in the development process of industrial digitization gradually decline,and the industry differences within the tertiary industry are the main source of differences.The values of industry differences in the scale and proportion of industrial digitization in the development process both show that the level of differences is decreasing,while the level of differences in each component is also gradually decreasing,but the industry differences within the third industry are the largest and the main source of total differences,and the level of differences within the primary and secondary industries and the level of differences between industries are both lower.
