The report of the 19th Chinese National Congress of the Communist Party puts forward the policy of focusing on the real economy in the establishment of a modern economic system,and emphasizes that the real economy is the foundation for the stable and healthy development of Chinese economy.However,with the disappearance of demographic dividend and the change of job-hunting value of the new generation staff,enterprises in China are confronted with great challenges in human resources,especially in the employment of blue-collar workers.To be specific,the "employee grabbing war" has been increasingly harsh in recent years,blue-collar workers have been confronted with fake information,and human resource services also have been suffering from annual increases in recruitment costs and falling profits.As a human resource service organization in the human outsourcing market,LY Company has also made great efforts in the construction of recruitment system.With the vigorous development of gig economy in the new era,LY company strives to make some progress in the situation.With the help of odd job broker team,connecting an online recruitment system and offline service system is expected to solve the current recruitment problems.The research is organized as follows: Firstly,we review the literature concerning the gig economy and recruitment system,and deeply understand the application of the model of gig economy in all walks of life.Secondly,through focus interviews and questionnaires,this paper makes an in-depth investigation and analyses on the recruitment status of blue-collar workers,including the existing recruitment channels and their limitations.What is more,the practical problems encountered in the recruitment process of blue-collar workers and the expectations for the recruitment system for enterprises are empirically analyzed.The above two methods help us to find out the problems existing in blue-collar recruitment from the perspectives of blue-collar workers and enterprises.Thirdly,this paper puts forward some methods to build an online-offline integrated recruitment system based on odd job brokers.Fourthly,we confirm the functions of online system and offline service of offline system to accomplish the design of the overall system,detailed system function and so forth,Finally,in order to ensure the successful implementation of the system,this paper analyzes the potential problems in the implementation of the recruitment system from the perspectives of development quality,risk control and response measures.
