| The mega project with the core of large bid construction mode spawns a construction consortium with parent-child relationship.The benign governance activities within the organization are the key to reduce transaction costs and improve operation efficiency.To explore the matching relationship between different operation situations and the internal governance mechanism of the parent-child consortia,on the one hand,can fill some gaps in the research of the internal governance of the consortia;on the other hand,it can provide useful reference and enlightenment for the governance practice of the parent-child consortia.In view of this,based on the theory of transaction cost economics and the "marketnetwork-hierarchical",this paper constructs a database with high reliability and validity through participatory observation with exploratory case study as the specific form,and collecting research data and materials from three channels: direct observation,text collection and multiple interviews.Combined with the existing theoretical results,this paper leads to the two dimensions of contractual governance mechanism,network governance mechanism and hierarchical governance mechanism within the consortium through generic analysis.Furthermore,based on the perspective of pre transaction cost and post transaction cost,three operation scenarios of joint venture formation,construction and epidemic control are divided,and thematic interviews are conducted again according to the above specific scenarios.Combined with the research database of the previous stage,each scenario is presented as a complete story with narrative statement and analysis,and displayed with intuitive charts and tables,and the progress is made.Finally,the conceptual model of situation mechanism matching mechanism is constructed.Based on the above research,the following conclusions are drawn: firstly,the internal contractual governance of mega project construction parent-child consortium includes four sub mechanisms such as risk sharing and reward,network governance includes seven sub mechanisms such as reciprocity and sharing,and hierarchical governance includes three sub mechanisms such as decision-making control and personnel control.Secondly,the research confirms that the contract-network-hierarchy model is also applicable to the internal governance of mega project construction parentchild consortium,and the three governance mechanisms work together in different stages and situations of the internal governance of the consortium.Thirdly,in the aspect of situation and mechanism matching,taking the internal contract signing of the consortium as the node and considering the uncertain factors of the outbreak,the three situations of the formation,construction and epidemic control of the consortium are well adapted to the different sub mechanisms of contractual,network and hierarchical governance respectively.The results show that the trust mechanism and communication mechanism under network governance and the decision-making control mechanism under hierarchical governance match the situation of coalition formation.What matches with the construction situation are the risk sharing mechanism,reward mechanism,reward and punishment mechanism and incentive innovation mechanism under the contractual governance,the reciprocity mechanism,cooperation mechanism,coordination mechanism and communication mechanism under the network governance,and the decision-making control mechanism,personnel control mechanism and financial control mechanism under the hierarchical governance.What matches the epidemic situation is the sharing mechanism,cultural mechanism,cooperation mechanism,coordination mechanism and communication mechanism under network governance,and the decision-making control mechanism under hierarchical governance.Therefore,network governance and hierarchical governance play a coordinating role in the three situations,while contractual governance only plays a corresponding coordinating role in the construction situation. |
