Research On The Carbon Emission Reduction Potential And Development Strategy Of Rural Biogas Based On The Field Survey In Yunnan Province

Rural biogas is an important clean energy,which can not only provide energy for rural residents,but also reduce greenhouse gas emissions.In the past few decades,a series of plans and related policies have been adopted to support the biogas industry,playing an active role in the transformation of rural consumption and energy structure,ensuring energy security,transforming rural production,improving rural human settlements,and building rural ecological civilization..However,with the transformation of rural biogas,how to promote the coordination and improvement of rural biogas,help carbon neutrality in the agricultural field,and realize the utilization of clean energy and sustainable The win-win situation has become an urgent problem to be solved.Based on the investigation of the status quo of rural biogas in Yunnan Province,this paper systematically studies the existing problems,carbon emission reduction potential,and benefits of rural biogas in Yunnan through theory,field research,and specific research.The emission reduction potential and the different situations of the states（cities）in the investigation revealed the future of rural biogas and specific promotion measures,and made suggestions for the optimization and future of the current policies.The main conclusions are as follows:（1）At present,the utilization rate of household biogas in Yunnan Province is28.87%,and the operation rate of biogas projects is 57.99%.Lack of supporting policies;second,imperfect rural biogas management service system,lack of technical personnel,and serious damage and aging of rural biogas facilities;Fourth,the degree of marketization of the biogas industry is not high,and the benefits of comprehensive utilization of biogas are low.（2）The current biogas production in Yunnan Province is 104.7 million m³/a,which can reduce carbon emissions by 222,300 tons/a.If the conditional biogas facilities are repaired,the biogas output will be 246.3 million m³/a,about 4.9251million tons/a of livestock and poultry manure will be treated,712,300 tons of carbon emissions will be reduced annually,and the chemical oxygen demand（COD）emissions will be about 11,082,000 tons,SO₂is about 2845.57t,NO_xis about 1264.7t,NH₃is about 1976.09t.It can produce good ecological benefits in terms of greenhouse gas emissions,slowing down the pollution of agricultural organic waste,and improving soil;through the introduction of carbon financial mechanism,the direct income of carbon trading and the comprehensive utilization of"three biogas"is about RMB 350 million/a,and the indirect The income is about RMB 3.598 billion/a;at the same time,it can effectively promote rural governance,rural industries,promote rural ecotourism,drive employment of farmers,and increase farmers’income.（3）This study constructs the joint management of rural biogas with the idea of"comprehensive utilization of biogas+carbon trading market+biogas raw material market".After dividing the 16 prefectures（cities）in Yunnan Province into different growth poles,growth poles and network growth point cities,Qujing City,the first growth pole,was used as a demonstration city for promotion,and Kunming,the second growth pole,was used as the industry-university-research center Base construction-based technical service-oriented cities in the first stage will realize direct income of about RMB 87.5185 million/a,and indirect income of about RMB 445million/a;with Honghe Prefecture,Zhaotong City,and Wenshan Prefecture as the first echelon growth axes Dali,Pu’er,Chuxiong,Yuxi,Lincang,and Baoshan,which are the application cities of the first promotion and the second echelon growth axis,will be the main promotion cities of the application in the second stage,and the direct income will be about RMB 306 million/a,the indirect income is about RMB 3.333billion/a;Lijiang City,Dehong Prefecture,Xishuangbanna Prefecture,Diqing Prefecture,and Nujiang Prefecture,which are network-like growth points,are built as self-circulating agricultural organic waste treatment through rural biogas facilities The joint management of biogas in the third stage of the city will eventually realize the common benefits of future rural biogas carbon trading and comprehensive utilization of"three biogases"in Yunnan Province.（4）Seven suggestions were put forward for the optimization and future of the current rural biogas policy in Yunnan Province:first,to further refine the biogas safe disposal policy,to give full play to the benefits of household biogas,and to avoid the phenomenon of"one size fits all";second,to improve the biogas project construction policy,to change the phenomenon of"reconstruction of light pipes"in biogas projects,and to give full play to the comprehensive benefits of biogas projects;the third is to supplement rural biogas management and supervision policies to ensure the effective implementation of policies and the safe and stable operation of rural biogas;the fourth is to strengthen scientific and technological innovation and personnel training,improve The competitiveness of rural biogas utilization and promotion;fifth,increase the intensity of rural biogas publicity and education,and improve farmers’awareness of the comprehensive value of biogas;sixth,leverage the interest linkage mechanism between upstream and downstream enterprises and the rural biogas industry,and increase the degree of marketization of biogas;seventh,explore The way of comprehensive utilization of biogas can improve the benefits of comprehensive utilization of rural biogas in the future and the enthusiasm of farmers and owners.
