| As an important link in energy supply,ensuring electricity supply is related to the development of the national economy and the needs of daily life.Multiple ministries and commissions of the State Council have made clear requirements for electricity supply guarantee,and the State owned Assets Supervision and Administration Commission has clearly pointed out that "energy and electricity supply guarantee is an important political task".In recent years,the energy factor market has experienced severe fluctuations,coupled with frequent extreme weather conditions.With the significant increase in demand for guaranteed electricity every year,there has been a regional imbalance in electricity supply,which urgently needs to be optimized and improved.As a basic activity to serve the people’s livelihood,electricity supply should be considered from the perspective of public services,and the synergistic advantage of government and enterprise cooperation should be used to ensure stable and orderly electricity supply,taking into account social,economic,and safety benefits,and improving the quality of public services and social satisfaction.During the summer of 2022,due to the combination of extreme high temperatures and extreme drought weather,there was a shortage of electricity in southwestern China.City C initiated emergency measures for orderly electricity use to ensure people’s livelihood.The orderly use of electricity,as an administrative means of ensuring electricity supply,carries some mandatory implications and conflicts with the promotion of electricity market-oriented reform.In addition,electricity supply enterprises face many difficulties in providing public services for electricity supply,and there is an urgent need for government regulatory departments to collaborate with them,in order to further promote the process of power system reform and improve the level of electricity public service supply.This article uses literature research,inductive analysis,and case analysis methods,combined with public service theory and collaborative governance theory,to study the basic guarantee and future development of power public services in C city.The aim is to elaborate on the current situation and development barriers of power public service supply in C city,analyze the existing problems and causes,and finally propose corresponding countermeasures.Firstly,starting from the relevant theories and concepts of power public service supply,this provides a basic understanding and theoretical basis for the analysis of power supply in the following text;Secondly,through the analysis of the theoretical connotation of public services,the necessity of providing electricity public services in the process of government governance is demonstrated,and specific problems are analyzed.By exploring the current development status of the power system and improving the economy and reliability of electricity supply,typical peak valley differences in electricity supply are analyzed,and the root causes of the problems are analyzed to explore practical paths to solve the problems,Realize normalized peak shaving electricity consumption.Finally,the analysis and argumentation were conducted from the aspects of public service subjects,public service objects,and public service content,and some considerations of diversified governance were added.To solve the problems in the supply of power public services,optimization and improvement of the overall mechanism of government enterprise collaboration and linkage were proposed,promote the standardization construction process of the new power system,and enhance policy support for sustainable development of the power grid Find 10 specific and feasible strategies to explore the balance mechanism between power supply and demand and deepen the reform of the power system to meet development needs. |
