| With the rapid development of urbanization construction,the extensive and rapid expansion mode has brought many problems,hindering the sustainable development of the city.The state has begun to vigorously promote the transformation of old residential areas.However,there are many obstacles in the process of promoting the transformation,and there is a lack of participation of other stakeholders outside the government.How to promote the transformation of old communities is an urgent problem to be solved.This paper starts from the perspective of stakeholders to study the evolution process of the driving force of the old community transformation,in order to explore how to promote the old community transformation more effectively.This paper analyzes the theoretical basis of driving the transformation of old residential areas,including stakeholder theory,public participation theory,new public management theory,system dynamics theory,etc.Through case analysis,literature analysis,expert pre survey and expert interviews,the list of factors driving the transformation of old residential areas is identified and preliminarily determined from the perspective of stakeholders,and principal component analysis is conducted on the data obtained in the questionnaire,The 34 driving factors are reduced to 6 driving factors,i.e.the feasibility of transformation,the urgency of transformation,the degree of improvement of policies and systems for the transformation of old residential areas,the degree of residents’ cooperation,the attraction of transformation projects to enterprises and the ability of enterprises to participate in the transformation,so as to establish a driving system for the transformation of old residential areas.Structural equation model is used to test the hypothesis of the interaction between the driving factors in different stages of the old community transformation.On this basis,the driving force evolution system dynamics model of the old community transformation is finally constructed.Using Vensim for case analysis,the simulation results show that the model established in this paper reflects the interaction between various driving factors,reflects the real state of the driving force of the transformation in each stage,and is consistent with the evolution characteristics of the driving force of the transformation of old residential areas and the actual situation of the case.Through the analysis of the simulation results of the driving factors of the transformation of old residential areas and the contribution level of various stakeholders to the transformation driving force,it is found that the evolution process of the transformation driving force of old residential areas under the government led mode has no obvious fluctuation in each stage.Before the transformation is implemented,it mainly depends on the government,and the main driving force sources during the transformation are the government and the transformation service provider.The residents will provide the driving force in the operation and maintenance stage after the reconstruction.Through sensitivity analysis,we find the key stages of the influence of stakeholders and the key driving factors of each stage under the government led mode.Based on the results of system simulation and operation analysis,policy suggestions for promoting the transformation of old residential areas are put forward in the project application and planning stage,project implementation stage and project operation and maintenance stage. |
