In recent years,the number of ports in the waters of northern Zhejiang has been increasing.The frequent ship traffic between the ports has caused problems such as crossing and convergence of sea routes,which has complicated the traffic environment in the waters of northern Zhejiang.The development of regional integration in the Yangtze River Delta has become a national strategy,which has made northern Zhejiang The number,tonnage and scale of navigable ships in the waters continue to increase,and the potential risks of water traffic accidents are increasing day by day.At the same time,there are many islands and reefs in the waters of North Zhejiang,and there are a large number of fishing vessels and facilities,which pose a greater threat to the normal navigation of merchant ships in the waters of North Zhejiang.This article systematically analyzes the navigation environment,water traffic accidents,traffic flow,and navigation safety status in the waters of North Zhejiang,and has a comprehensive grasp of the current traffic environment of the waters of North Zhejiang;The ship routing system in similar waters was adopted,and the planning form and specific schemes of the ship routing system in the waters of North Zhejiang have been studied in depth.This article analyzes that most of the comprehensive evaluation methods adopt constant weighting method,without considering the change characteristics of the evaluation index data.According to the "short-board effect" theory,if there are poorly evaluated indicators in the evaluation indicators,the impact of the poorer indicators on the evaluation results should be emphatically considered,so as to avoid the appearance of better evaluation results.Studying the evaluation research work of ship routing system in similar waters,combined with the characteristics of the traffic environment in the northern Zhejiang waters,established a comprehensive evaluation index system for the ship routing system in the north Zhejiang waters from the two aspects of safety and effectiveness,aiming at the ambiguity in the evaluation To deal with the problems of randomness and ignoring the influence of poor indicators,this article introduces a comprehensive evaluation method for the implementation effect of ship routing system based on variable weight cloud matter element analysis theory.Introduce variable weight theory,create variable weight vector to monitor the evaluation index data,and modify the constant weight obtained by the subjective and objective comprehensive weighting method,so that the obtained weight can change with the characteristics of the indicator,and avoid the negative effect of poor indicators Covered by excellent indicators,and highlight the impact of poor indicators on the evaluation results,using cloud matter element analysis theory,construct a comprehensive evaluation model of the implementation effect of the ship routing system,which can give the evaluation results and credibility at the same time.
