Research And Implementation Of Low Altitude Airspace Management Of Sichuan Provincial Government

Since the issuance of the "Opinions on Deepening our country’s Low-altitude Airspace Management Reform" by the State Council and the Central Military Commission and the "Guiding Opinions on Promoting the Development of the General Aviation Industry" issued by the General Office of the State Council,under the unified leadership and overall deployment of the Air Traffic Management Committee,the reform of low-altitude airspace management A certain effect has been achieved.However,at present,there are still problems in the reform of low-altitude airspace management in my country,such as complicated administrative approval procedures,few low-altitude airspace resources,a small number of general-purpose airports,and an unestablished flight service guarantee system.,to seek greater breakthroughs.Sichuan Province,as the first batch of low-altitude airspace management reform pilot areas,began to explore and implement the update of the low-altitude airspace management model in 2017.Sichuan Provincial People’s Government,as the subject unit of low-altitude airspace collaborative management reform,first piloted new airspace management methods and established a low-altitude autonomous visual flight model.And established the first low-altitude airspace collaborative management operation center in the country,actively explored innovative approval management models,and achieved good results in improving the efficiency of low-altitude airspace use and meeting the needs of general aviation.question.For example,the low-altitude airspace fails to meet the needs of general aviation operations,the flight support service is not perfect,the infrastructure equipment is insufficient,and the airspace access threshold is relatively high,all of which need to be effectively resolved.In this paper,through the investigation and research on the management effect of low-altitude airspace of the Sichuan provincial government,while summarizing and analyzing the operation methods and successful experiences in its current development status,around the above-mentioned problems,find out the deficiencies in its current development status,and provide targeted solutions.Put forward constructive suggestions to further optimize the effect of low-altitude airspace management in Sichuan Province,and provide reference for the optimization of low-altitude airspace management in other regions.
