Abstract/Summary:
With the proposal and implementation of the deployment of a country with strong transportation network,transportation plays an increasingly important role in national development.As one of the maritime safety administrations directly under the central government,the Changjiang Maritime Safety Administration plays a key role in promoting the "Yangtze River Economic Belt",the high-quality development of Yangtze River shipping,and the progress of the whole transportation industry.The logistics management center of Changjiang Maritime Safety Administration,as the logistics service support organization of maritime work,its service support ability directly affects the work efficiency of Changjiang Maritime Safety Administration.At present,the transformation and reform of logistics management system of Changjiang Maritime Safety Administration has made slow progress.The existing maritime logistics management system can no longer meet the needs of maritime busyness and is facing many contradictions and pressures.Taking the transformation and reform of the logistics management system of Changjiang Maritime Safety Administration as the research object,this paper analyzes the current situation of the transformation and reform of the logistics management system of Changjiang Maritime Safety Administration from the aspects of the basic composition,the process of transformation and reform and the achievements.Through field investigation,this paper understands the problems existing in the transformation and reform of the logistics management system of Changjiang Maritime Safety Administration and the causes of the problems and puts forward countermeasures for the transformation and reform of the logistics management system of Changjiang Maritime Safety Administration from the perspective of public management.Secondly,based on the empirical investigation on the transformation and reform of the logistics management system of Changjiang Maritime Safety Administration,it is diagnosed that there are some problems in the transformation and reform of the logistics management system of Changjiang Maritime Safety Administration,such as slow reform process,unscientific organization setting,unclear division of responsibilities,blocked communication mechanism between the same level and its dispatched offices,insufficient service support capacity,differences in team construction,etc.Using organizational management theory and holistic governance theory,this paper focuses on the causes of the existing problems from the perspectives of organizational structure,socialization reform,standardization construction,foundation and information construction,that is,the internal organizational structure is unreasonable,the socialization reform is not complete,the degree of standardization is not high,and the level of infrastructure and information construction is insufficient.Based on the research and analysis of the current situation and problems of the transformation and reform of the logistics management system of Changjiang Maritime Safety Administration,and considering the objectives,tasks and effects of the transformation and reform of the logistics management system of Changjiang Maritime Safety Administration,so as to further straighten out the logistics management system and mechanism,further deepen the logistics socialization reform,further strengthen the standardization construction of the system,further strengthen the infrastructure and information construction as a breakthrough,and put forward the countermeasures to optimize the transformation and reform of the logistics management system of the Changjiang Maritime Safety Administration.
