In recent years,the rapid development of social economy and urbanization has brought large volume of construction and demolition waste(CDW)to Jinan.However,in Jinan,most of the CDW disposal methods are simple treatment and landfill,resulting in governance problems such as arable land occupation,environmental pollution,and waste of natural resources.Therefore,the recycling of CDW has become the best way for Jinan to solve the dilemma of governance.As a part of building a sustainable society,the recycling of CDW has brought great challenges and many opportunities for urban planners and managers in Jinan.The process of recycling CDW involves the government,related enterprises,scientific research institutes,social organizations and the public.Meanwhile,due to the high cost of recycled products,imperfect circulation market,and difficulties in project financing,there are high risks in the development of recycling CDW in Jinan.On the one hand,the collaboration of stakeholders could improve the efficiency of recycling CDW and make up for the lack of risk management capabilities of individual entities.On the other hand,the collaboration of multiple stakeholders will lead to risks at the network level,resulting in the correlation and transmission effect of risk factors for the recycling of CDW.There are few studies on the correlation effect of risk of CDW recycling.Multiple collaborative governance can prevent risks,solve the governance dilemma of public management incidents.It can coordinate and respond to conflicts of interest and contradictions between multiple subjects,which can effectively reduce the transmission effect of risk factors and avoid greater losses in the development of recycling CDW.By drawing on the advanced experience of risk management and multiple collaborative governance at home and abroad and related theories,the research established a risk analysis framework for the recycling of CDW in Jinan.The current situation analysis,questionnaire survey,and the least squares method-structural equation(PLS-SEM)model were used to analyze the risk correlation of CDW recycling in Jinan.On the basis of analyzing the risk correlation,a CDW recycling risk response mechanism based on multiple collaborative governance was proposed.According to this objective,the research will mainly carry out as follows:To clarify the meaning and classification of CDW,the concept and way of CDW recycling.The theory of circular economy,comprehensive risk management theory and multiple collaborative governance theory were discussed,the current situation of recycling CDW in Jinan was analyzed.Through interviews with relevant experts in Jinan,the problem of development of recycling CDW in Jinan was further understood and the risk factors were refined,which provided a basis for studying the correlation of risk factors of recycling CDW and dealing with risks.To establish a comprehensive list of CDW recycling risk indicators,and analyze the correlation between risk factors of recycling CDW.Through literature review,seven successful development goals for the recycling of CDW in Jinan were proposed from three aspects:project efficiency,impact on customers and commercial success.Based literature review and case analysis,37 risk factors were identified and were divided into 20 categories through expert interviews,and 40 risk paths were established.The questionnaire method was used to collect relevant data,the SPSS software was used to analyze the validating factors of the data,and the correlation of risk categories was verified by structural equation model.The results of showed that there are 34 risk paths that meet the requirements of significant analysis,and these risk paths formed 9 key risk correlation paths.First,the approval risk has the greatest impact on project efficiency goals,the design risk has a direct impact on customer goals,and the political risk has the greatest impact on the commercial success of recycling related enterprises.Secondly,in these risk correlation paths,unfavorable site condition factor,lack of credit factor of collaborators,government reliability risk factor,social and environmental risk factor,technical risk factor,and project complexity factor all had a strong impact and were the key risk sources in these risk correlation paths.To establish a response mechanism of the CDW recycling risk based on the theory of multiple collaborative governance.The recycling risk response mechanism in Jinan includes three aspects: risk coping motivation,risk response experience,and risk response path.The risk response path is the core part of the risk response mechanism,including the establishment of a comprehensive risk response system,the improvement of the risk coping awareness of multiple collaborative governance,the establishment of a high-level talent system,the establishment of a risk response technical support system,the establishment of a risk supervision system,the establishment of financial support and guarantee system,and the establishment of a “space-economy-society” multi-level risk response system.By proposing the correlation model of risk of recycling CDW in Jinan,the correlation and conductivity between risk factors were verified,which provided theoretical support for promoting the recycling of CDW in Jinan.The introduction of the theory of multiple collaborative governance into the field of CDW recycling risk management will help multiple stakeholders better cope with risk and provide guidance for risk response.
