Research On China’s Strategy For Participating In The Cooperative Governance Of The Arctic Environment

Global warming has accelerated the melting of Arctic sea ice,which will have a large impact on the natural ecological environment and human living environment of the Arctic and the world.Arctic countries give priority to enjoying the advantages and economic benefits of Arctic resources brought by geographical location,and should bear more Arctic environmental protection obligations,but as a public good,the governance of the Arctic environment solely relies on the strength of Arctic countries has certain limitations,and it is urgent for all countries to work together to carry out cooperative governance.In actual environmental governance,Arctic countries and non-Arctic countries are still in an unequal position,and it is difficult for non-Arctic countries such as China to participate in cooperative governance of the Arctic environment.How to improve the participation ability and degree of participation in China’s Arctic environmental collaborative governance has become a hot topic in the academic community.Based on the theory of public goods and cooperative governance,this thesis uses various research methods such as literature research method,questionnaire survey method,and structural equation model to study China’s participation in cooperative environmental governance in the Arctic.On the basis of analyzing the current situation of China’s participation in the collaborative governance of the Arctic environment,combined with the opinions of experts in the field of Arctic environmental governance,the factors affecting China’s participation in the collaborative governance of the Arctic environment are sorted out,a more scientific index system of influencing factors is constructed,and the structural equation model is used to calculate the degree of influence of various factors on China’s participation in the collaborative governance of the Arctic environment,and the top influencing factors are comprehensively analyzed,so as to provide practical and effective countermeasures for China’s participation in the collaborative governance of the Arctic environment in the future.It is found that the influencing factors such as absolute geographical location,environmental policies of Arctic countries,white paper on China’s Arctic Policy,Polar Rules,domestic laws of Arctic countries,and Arctic environmental governance technologies all showed large path coefficients,which were 0.82,0.83,0.82,0.87,0.85 and 0.82,respectively.Therefore,in order to further participate in the collaborative governance of the Arctic environment,China needs to start from four levels: geographical location,Arctic policy,legal conventions,and governance technology: that is,it needs to base itself on the geographical positioning of the "near Arctic" and clarify the role of China’s Arctic environmental governance;Develop environmental policies consistent with China’s participation in accordance with Arctic policy objectives and basic principles;Clarify the position on the construction of Arctic environmental laws,and promote the construction of Arctic environmental legislation and mechanisms;Improve the level of environmental governance technology and cultivate Arctic environmental governance talents.
