Infant Formula Milk Powder Safety Status And Supervision Countermeasures In Yingde City

Bread is the staff of life,and food safety is the foundation and premise of the stable development of the country.Infant formula milk powder is an important food source for the healthy growth of infants,and its quality and safety are matters.In 2008,Sanlu Group’s melamine-tainted milk powder incident was exposed,leading to that more than 290,000 infants with long-term consumption of this milk powder have different degrees of urinary system abnormalities,in which six of them were dead.This major food safety accident has brought serious harm to countless families and children,and has caused a huge negative impact on the government and society.In last two years,there are frequent problems related to infant formula milk powder.In December 2020,a very small amount of vanillin was detected in the first section of Abbott’s Platinum and Unmerited formula milk powder.On20 th May 2021,the infant formula sheep milk powder which was imported by Genhe Co.,Ltd.Kebeth found out unqualified.In 2021,Lefin infant formula milk powder(0-6 months of age,first section)failed to pass the iron content testing.Therefore,the infant formula milk powder quality problems have shown an increased trend.In addition,the regional economic development and the local government supervision levels were uneven,which aggravates the urgency and particularity of effective supervision of infant formula quality.In this project,we selected Yingde city of Guang Dong province as the research object,and the development of infant formula milk powder in China and Yingde city in recent years was reviewed.This project deeply analyzed the supervision status and existing problems,dissected the causes and put forward targeted supervision countermeasures for current situation of supervision of infant formula milk powder in Yingde City from four aspects:(1)disjointed regulation between functional departments;(2)poor department coordination supervision effect;(3)Lack of effective strategies;(4)the grassroots supervision force is insufficient.Through literature research,comparative analysis,field investigation and other research methods,the major reasons caused above problems mainly including weak supervision team,imperfect regulatory system and faultiness social co-governance mechanism.Finally,this article summarized successful experiences of the United States,New Zealand,the European Union etc,and infant formula milk and analyzed the special food safety regulatory experience of Hong Kong,and other domestic areas,combined with the development trend of food safety and regulatory trends comprehensive consideration,targeted suggestions were proposed to improve the supervision of infant formula powder regulation in Yingde city,which including improve the supervision system,strengthening the supervision team,perfecting the legal system and achieve social co-governance.This is beneficial to effectively improve the regulatory effectiveness of infant formula and promote the transformation of infant formula from “Management” to “Governance”,thus creating a new situation of joint efforts and co-management,providing important reference for local government’s food safety supervision.
